We are looking for a dynamic individual to direct and deliver our improvement and recovery plan as a result of a best value inspection and Government intervention. Spelthorne has to achieve challenging targets internally and to meet future requirements as we enter Local Government Reorganisation. This role provides an opportunity to lead on moving us to a position where we fulfil the “directions” as specified by the Government from the best value review.&nbsp;
You will work with the senior leadership team and Commissioners to deliver the Improvement and Recovery Plan. You will report to the Chief Executive and ensure the effective running and delivery of the Improvement and Recovery plan. You will work closely with other senior officers to ensure delivery of the Plan and provide appropriate advice and information on progress to the Improvement and Recovery Board, the Council and its committees.
You need to have excellent programme management skills and ideally been involved in a Government “intervention” process elsewhere so that you can ensure delivery of the Improvement and Recovery Plan. We are looking for you to lead and challenge the “norm” to drive service transformation and culture change and ensure timely delivery of the Plan. You will lead the Programme Management Office for driving the Council’s Improvement and Recovery Plan.
This post is identified as a hybrid post supporting both office and home working in line with Spelthorne Borough Council’s policy. The post holder will be required to attend the office in line with a rota and any service requirements.
The ability to converse at ease with customers and provide advice in accurate spoken English is essential for customer facing posts.&nbsp; These posts fall within the scope of the Code of Practice on English language requirement for public sector workers.&nbsp; The Council, therefore, has a statutory duty under Part 7 of the Immigration Act 2016 to ensure that post holders have a command of spoken English sufficient for the effective performance of the job requirements. As the Service Manager - Housing &amp; Income, you will be responsible for the leadership, direction, and performance of Housing Management services to residents living in council housing or homes provided by council-owned companies, for people in all tenures, and supporting to the wider housing service in the council.

Key responsibilities:

Candidate requirements:
<ul>
<li>A relevant professional qualification in housing (CIH Level 4 or above, ideally Level 5, or equivalent).</li>
<li>Senior management experience within the housing sector, with a strong track record of delivering housing management services.</li>
<li>Experience leading teams to achieve high performance and excellent customer outcomes.</li>
<li>A proven ability to drive service improvements, deliver efficiencies, and enhance the customer experience.</li>
<li>Strong knowledge of housing management best practice, and the regulatory, legislative, and policy environment affecting social housing.</li>
<li>Excellent communication and partnership skills, with the ability to engage residents, colleagues, councillors, and external partners.</li>
<li>The ability to manage budgets, risks, and competing priorities while ensuring compliance and accountability.</li>
<li>Must be able to travel to locations across the borough and help in out of hours response arrangements, and attend evening meetings.&nbsp;</li>
