We’re looking for a Principal Programme Delivery Officer to help lead City Hall’s Green Infrastructure Team to deliver the key programmes set out in this delivery plan.

<h2>About the role</h2>
Reporting to the Head of Green Infrastructure, you will manage a team of 2-3 and steer a varied portfolio of implementation and delivery programmes to enhance and add to London’s network of green infrastructure. The role will include concept and detailed design of key programmes and projects; managing finance, governance, and cross-team communication and evaluation; supporting the Head of Green Infrastructure and other GI managers to set up and manage budgets and resourcing plans and broadly support the programme coordination of the team.&nbsp;
The Green Infrastructure Team’s portfolio includes work on Nature/Biodiversity/Rewilding, Trees &amp; Woodlands and Green Spaces &amp; Urban Greening, plus cross-cutting issues, such as data &amp; evidence, strategy &amp; planning, green finance and more. You will work alongside managers who lead the three thematic portfolios and act as project directors and policy leads. Your team will lead on a key cross-cutting manifesto commitment programme—the Green Roots Programme—ensuring it is well-integrated across the team and delivering to time and budget alongside other teams.
To succeed in the role, you’ll need to be a collaborative and confident programme manager. You’ll need to have strong abilities in project or programme design and delivery. While policy or technical expertise in a green infrastructure topic area would be helpful, it is not necessary for someone who can learn quickly. You must be comfortable in working with ambiguity with minimal instruction, translating senior leader requests into action, communicating complex issues and programmes clearly, sensitively handling issues in a fast-paced and political environment, and dealing with iterative change.
The Mayor’s ‘<a href="https://www.london.gov.uk/md3384-delivery-plan-delivering-greener-more-climate-resilient-london" target="_blank">Delivering a Greener and More Climate-Resilient London</a>’ delivery plan is new and means a majority of the Green Infrastructure team’s work is new, innovative and in the process of design and early implementation. You will need to be able to manage varied and fast-paced work, have good programme management skills and be effective at communicating with and influencing a range of mainly internal stakeholders, preferably with some experience of doing this in a political environment. You’ll need to be flexible, adaptable, and have a collaborative approach, as this role requires working across many initiatives and policy areas simultaneously.
You’ll work closely with colleagues across the Environment Unit and the wider GLA to make sure that green infrastructure policies and programmes are integrated with other strategies, plans and programmes, and to support wider policy development and delivery. This will include working closely with the Climate Adaptation, Economic Development, Planning, Regeneration, Infrastructure, Communities, Health, Skills and other GLA teams, as well as TfL and other GLA Functional Bodies. Your team will also work closely with the Mayor’s Office and key external stakeholders and partners across London, including boroughs, government bodies, NGOs and community groups, to communicate the work of the Green Infrastructure team and to promote our programmes in an inclusive way.
<h2>What your day will look like</h2>

<li>Working with the Head of Green Infrastructure and other GI managers to support requests from the Deputy Mayor of London for Environment and Energy and the Senior Adviser, such as briefings, communications lines, project updates and other cross-team activities.</li>

You will be responsible for a £12m grant investment and parallel work programmes to ensure that the grant reaches underrepresented groups and communities. You will direct the grant fund, developing and implementing innovative and robust guidance, processes, systems and structures to ensure strong programme delivery.

In this role, you will act as a supervisor, leveraging your technical expertise to ensure our Latent Defect Resolution Services are consistently delivered to the highest standards. You will conduct technical assessments to validate potential latent defects, including in-person inspections when necessary. Your role will involve carrying out intrusive surveys on building fabric, mechanical, and plumbing defects in residents' homes, gathering relevant data, and producing clear and precise defect reports. You will manage and control remedial works, ensuring effective technical solutions are implemented, and challenge contractors to ensure compliance with project specifications, standards, and quality requirements. Your responsibilities will also include attending site visits with contractors and stakeholders to investigate defects and submit detailed technical reports. You will survey roofs, identify defects, and provide comprehensive reports outlining findings and recommended solutions. Conducting pre-, during-, and post-inspections of properties to ensure the quality of contractors' work will be part of your routine, as well as issuing defect lists where needed and ensuring delivery within agreed timescales and standards. You will track and manage all latent defect cases using the internal defect tracking system, maintaining up-to-date records to support weekly review meetings. Collaboration will be key, as you work closely with the Repairs and CIP teams to coordinate related works and liaise with consultants, warranty providers, manufacturers, and suppliers. CDS is a unique organisation with a special mission – to provide, support and promote co-operative and community-led housing to see more people living and working in co-operative ways. We are a registered provider of social housing, a managing agent for financial and housing management services to small landlords and we are innovating ways to make community-led housing more widespread in England.
This is a great time to join the Board at CDS. We are unique in the housing sector with our mission to provide, support and grow co-op and community-led housing. At the same time our organisation, like so many others, is grappling with a widening gap between income and costs with the pressure of higher building safety, decent homes and environmental standards added to the general economic forecast for high inflation and market volatility. But we’re also changing and growing in exciting ways: we are launching the first technology-driven, Procurement Act-complaint repairs and planned maintenance framework of its kind; we are creating a new impactful investment vehicle to provide private renters fair, resident controlled homes; and we have established the ground-breaking Co-operation in Social Housing Commission, working with the London School of Economics and others to transform the relationship between landlords and local communities. To help us boldly navigate these challenges and opportunities, we are looking for a new board member who will help us hold fast to our mission and our ambition for cooperation and community-led housing whilst being realistic and determined in how we apply our resources to the task.
This board member will also serve on our Finance, Audit &amp; Risk Committee, scrutinising and overseeing our annual budget, thirty-year business plan, internal audit programme, strategic risk register and other vitally important aspects of CDS’s governance and overall management.

Commitment
Our Board has four scheduled board meetings each year. These take place in the evening (currently starting at 5pm) at our offices that are a 10-minute walk from London Bridge station in Central London. We also hold an annual strategy day in person and Finance, Audit &amp; Risk Committee meetings are held online quarterly. Whilst we provide an induction and periodic training to Board members, all Board members are expected to ensure they understand our business and to prepare for these meetings by reading, researching and questioning. There may be other opportunities or needs for additional meetings, joining a task-and-finish group or other board responsibilities that may arise.
The appointment
Board appointments are generally a three-year term that can be renewed for a total maximum of six years.
