<h2>About the job</h2><p><strong>Salary: £39,152 - £41,771 a year</strong><br><strong>Hours per week: 37</strong><br><strong>Contract type: Permanent</strong></p><p>The Teacher Practitioner – Internal Quality &amp; Moderation plays a key role in ensuring the highest standards of teaching, learning, assessment and quality assurance across apprenticeship and work-based learning provision at Luton Borough Council. The post holder will plan and deliver high-quality teaching and learning within designated curriculum areas, using approved planning tools such as schemes of work, session plans, individual learning plans and practitioner reviews, to meet the needs of learners, employers and the wider community.</p><p>The role has a strong focus on internal quality assurance and moderation, including oversight of End Point Assessment (EPA) and Work-Based Learning. The post holder will have a clear understanding of apprenticeship standards and the associated Knowledge, Skills and Behaviours (KSBs), ensuring these are fully embedded within apprenticeship programmes. Working collaboratively with delivery teams, employers and other stakeholders, the post holder will support the planning of apprenticeship programmes, monitor learner progress towards Gateway, and prepare and coach apprentices to achieve successful End Point Assessment outcomes.</p><p>As a moderator/observer for LAL, the post holder will support a consistent and robust quality assurance framework across programmes and venues. This will include monitoring the quality of teaching, learning and assessment; coordinating the work of Internal Quality Assurers (IQAs); liaising with delivery teams and internal and external quality assurers; and disseminating feedback and outcomes from awarding bodies to drive continuous improvement. The role also involves carrying out internal quality audits to ensure compliance with awarding body and organisational requirements.</p><p>The post holder will promote effective working relationships with learners and employers throughout the assessment process and will be proactive in the use and promotion of innovative and digital solutions to enhance working practices. You will also have experience working as an Internal Quality Assurer (IQA) on learning programmes that are subject to both internal and external quality assurance processes, demonstrating a strong understanding of quality standards and compliance requirements.</p><p>You will have experience of working with apprenticeship standards and a clear understanding of Knowledge, Skills and Behaviours (KSBs), including how these are assessed and embedded within learning programmes. You will be able to demonstrate some experience of managing learning programmes, including the preparation of high-quality schemes of work and session plans, and an understanding of how to monitor learner progress across the learner journey.</p><p>You will be an effective communicator, able to engage with adult learners, employers and delivery staff with empathy, professionalism and understanding. You will be confident in implementing and using innovative and digital solutions to enhance learning opportunities and improve working practices.</p><p>You will have sound knowledge of internal and external quality assurance processes and the importance of monitoring all stages of the learner journey to improve the quality of teaching, learning and assessment. You will demonstrate a clear understanding of equality issues and inclusive practice, particularly as they relate to adult learning within the community.</p><p>You will also have demonstrable knowledge and practical application of quality improvement within Apprenticeships, Adult and Community Learning (ACL) and Further Education (FE). This includes a strong understanding of Apprenticeship Standards, the range of qualifications available for adults within your area of specialism, and the embedding of English, maths and ICT into learning programmes.</p><p>You will have a strong commitment to safeguarding and to creating a safe, inclusive and supportive learning environment for all learners.</p><p>You will hold a minimum Level 4 teaching qualification or a Level 4 Award in the Internal Quality Assurance of Assessment (or similar), or be willing to work towards this. The job holder will ensure that all services are provided to a high standard and that security and control is maintained at all times. The job holder will be able to teach prisoners towards achieving nationally recognised qualifications and may be supported by external organisations such as local colleges. </p><p>This job description is not for use by job holders in basic assembly/packing workshops, instead Production Instructor – Enterprises should be used. However, on an exceptional short term basis job holders can supervise prisoners in more basic workshops. </p><p>This is a non-operational job in an establishment with no line management responsibilities.</p><p><strong>Responsibilities, Activities and Duties </strong></p><p>The job holder will be required to carry out the following responsibilities, activities and duties:</p><ul><li>May participate in the selection process of prisoners for the workshop/area of work.</li><li>Induct prisoners to the workshop/area of work and train them in aspects such as health and safety, Control of Substance Hazardous to Health (COSHH), machinery and tools usage.</li><li>Provide support for prisoners where required; tailor learning and training requirements to individual needs.</li><li>Set work schedules and manage targets/quality standards, maintaining delivery of contractual arrangements.</li><li>Assess and evaluate skills of prisoners up to national qualification standards.</li><li>Supervise and maintain discipline of prisoners within workshop/area of work, responsible for performance, motivation, discipline, appraisal and development of prisoners.</li><li>Maintain regular communications via radio net in accordance with Local Security Strategy (LSS).</li><li>Open and complete Assessment Care in Custody and Teamwork (ACCT) forms, Violence Reduction Incident Reports (VRIR) and Security Information Reports (SIRs) when required and contribute to Incentive Earned Privileges (IEP) reports.</li><li>Will conduct a metal detector scan or rub down search of prisoners attending and leaving their own workshops.</li><li>Provide quality assurance against product specification.</li><li>Log attendance and approve prisoner hours worked and wages including recording piece work where appropriate.</li><li>Carry out fabric and tool checks of workshops and maintain security of areas, logging any tool/equipment faults.
