We are looking for a proactive and organised individual to join our Highways team as a Operational Highways Manager. This is a fantastic opportunity to play a key role and make a real impact on the ground in delivering the highways service across Rutland. You’ll be part of a dedicated team, working in a fast-paced and rewarding environment where your expertise will help deliver the highways needs of Rutland.

About the role… We are looking for a proactive and experienced Operational Highways Manager to lead the day-to-day delivery of our highways maintenance and improvement programmes. This is a key operational role, ensuring our roads and infrastructure assets are safe, well-maintained, and responsive to the needs of our communities.
Key Responsibilities include:
<ul>
<li>Manage the delivery of highways maintenance, reactive repairs, and improvement schemes.</li>
<li>Lead operational teams and contractors to ensure high-quality, cost-effective service delivery.</li>
<li>Oversee inspections, asset management, and compliance with safety standards.</li>
<li>Respond to emergencies and severe weather events, coordinating resources effectively.</li>
<li>Monitor performance, budgets, and service outcomes.</li>
<li>Work closely with internal teams, elected members, and the public to resolve issues and improve customer satisfaction.</li>
<li>Ensure health and safety standards are met across all operational activities.</li>
</ul>
About you… As the Operational Highways Manager, you’ll be a hands-on leader with a strong background in highways operations and service delivery. You’ll bring:
<ul>
<li>Proven experience in highways maintenance, civil engineering, or infrastructure operations.</li>
<li>Strong leadership and team management skills.</li>
<li>Excellent problem-solving and decision-making abilities.</li>
<li>Knowledge of relevant legislation, codes of practice, and health &amp; safety regulations.</li>
<li>A commitment to continuous improvement and customer service.</li>
<li>Relevant technical qualifications or equivalent experience.</li>
</ul>
Please note the successful candidate will need a full driving licence to travel around the county. 
The Operational Highways Manager interviews will be held on 02 December 2025. Please be advised this could be subject to change, in which case we will give appropriate notice.

About the role… We are seeking a dynamic and experienced Strategic Highways Manager to lead the development and delivery of our highways strategy, ensuring our transport infrastructure meets current and future needs. This is a pivotal role in shaping the long-term vision for highways and transport, driving innovation, sustainability, and efficiency across the network.
Key Responsibilities include:

<li>Lead the strategic planning and delivery of projects on highways and transport assets.</li>
<li>Develop and implement policies that enable the assets to be managed, support sustainable transport, manage road safety, and ensure network resilience.</li>
<li>Manage multi-disciplinary teams</li>
<li>Collaborate with internal departments, elected members, and external stakeholders including contractors, developers, and government agencies.</li>
<li>Ensure compliance with statutory obligations and national standards.</li>
<li>Monitor performance, budgets, and risks across the highways portfolio.</li>
<li>Champion innovation and continuous improvement in service delivery.</li>
</ul>
