About the role

This is a senior leadership role within the Capital Delivery service, responsible for leading a defined portfolio of capital projects across buildings and community infrastructure, including schools, leisure centres and wider public estate. The post holder will be accountable for ensuring projects are effectively scoped, governed and delivered within agreed time, cost and quality parameters, working closely with Project Sponsors and service leads.


The role will provide professional leadership, advice and assurance across complex programmes, supporting the development of robust business cases, delivery strategies and governance arrangements. You will be expected to lead multi-disciplinary teams, manage external partners and ensure risks are actively identified, managed and escalated.


While focused on a specific portfolio, the post holder will also contribute to the wider leadership of the Capital Delivery service, supporting the development of consistent standards, strong governance and a high-performing delivery culture across the organisation.

You will bring significant experience of leading complex capital programmes from concept through to delivery, including within schools, leisure and other public buildings or community infrastructure. You will be confident operating at a senior level, working with Project Sponsors, senior officers and Members on high-profile and politically sensitive projects.


You will have strong programme governance and assurance skills, with the ability to manage risk, challenge assumptions and ensure robust decision-making. Commercial and financial awareness is essential, with experience of managing budgets, commissioning external consultants and delivering value for money.

You will be an effective leader, able to motivate and support multi-disciplinary teams within a matrix environment. Strong communication and influencing skills are critical, with the ability to present complex issues clearly and build strong relationships with a wide range of stakeholders.
