Organisational Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Team Overview

The Estates team sits within the Central Services Directorate and has two separate teams present at both Embankment House in Nottingham and Victoria Square House in Birmingham.

The OPG Estates and Health & Safety functions ensures the smooth and efficient operation of facilities management duties on a day-to-day basis. We manage this at both Victoria Square House and Embankment House and deliver essential services such as maintenance, property and leasehold, cleaning, and facilities management. We also undertake Display Screen Assessments, order office equipment and ensure compliance with health and safety regulations. Many of these services are business critical and we cannot safely open our offices without them. Other duties include such things as, working with and consulting with key contractors, and suppliers, raising orders for workplace maintenance, issuing of government passes to new staff members and providing facilities information via digital channels to ensure staff are kept updated.

Role and Responsibilities

This role is required to support delivery of ongoing management of OPG Facilities and Health & Safety deliverables. The role is considered permanent.

The role holder will be required to:

• Support the OPG Estates Lead in maintaining OPGs ongoing tenancy arrangements at all its Midlands sites.

• Support with the management of the business through its future accommodation needs in the West Midlands (following the announcement that the VSH site will be redeveloped).

• Support in managing the effective utilisation of space within OPG, actively participating in the estate’s expansion programme, leading on projects to support the estates strategy when required.

• Lead OPG’s role in supporting the How We Work strand of the MoJ Story – offering staff more choice and flexibility over where and when they work, and technology they use.

Facilities Management:

• Coach and develop the OPG Facilities Management Team, ensuring the effective and efficient delivery of all facilities management functions throughout the business.

• Ensure that the team are equipped with the skills and capabilities required to support the business to deliver against its key objectives by the smooth running of business operations, having effective maintenance regimes, statutory testing and compliance, planned and preventive maintenance programmes, cleaning, security and support services in place and delivered in line with relevant legislation and to agreed standards, providing a safe environment for staff ,visitors and contractors to work in.

• Monitor the effectiveness of TFM services in line with Service Level Agreements ensuring best value for money services are in place. Develop team understanding to ensure contractors, suppliers and visitors are dealt with in a professional manner and are made aware of health and safety and security arrangements.

• Ensure estates security breaches / near misses are dealt with in a timely manner and in line with policy and guidance, highlighting any developing trends to senior management.

• Develop and implement agreed targets and indicators, managing resources and using ICT systems to support business requirements and expectations, providing communication advice and guidance to the business on boundaries and limitations that the team are required to work within.

• Manage contentious or sensitive issues in line with departmental policy and guidance. Lead in promoting within the team a culture of continuous improvement and excellent service delivery.

• Foster the development of business awareness of the facilities management team ethos and positive ‘can do’ attitude.

Health & Safety:

• Ensure the team embed, coordinate and support the management of health and safety across OPG in line with The Workplace (Health, Safety and Welfare) Regulations 1992 and the Health and Safety at Work etc, Act 1974.

• Ensure safe systems of work are in place in line with health and safety legislation and OPG health and safety procedures, monitoring compliance with health and safety requirements and taking remedial action to improve performance when necessary.

• Work to continuously improve the health & safety risk culture within the facilities team by arranging full training, instruction, advice and guidance for all those delivering H&S functions to the wider business.

• As a member of the Information, Governance and Facilities Branch within the Corporate Services directorate, the successful role holder must be prepared to travel between OPG’s Nottingham and Birmingham sites.

Agreed Expectations

The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.

There may be requirements to visit other office locations including our Nottingham Office

Skills & Qualifications

Essential Skills

• Experience in Facilities Management or IWFM level 3 (Lead).

• Health and safety management experience.

• Ability to analyse and present data from multiple sources.

• Experience of managing a team.

• Stakeholder engagement.

• Ability to deal with compliance in terms of fire safety and maintenance and electrical testing.

• IT skills such as word, excel and outlook.

Desirable Skills

• IOSH or NEBOSH general certificate in H&S

• Presenting confidently
