Job Introduction

Overview
Lincolnshire County Council’s Public Health Division is seeking an exceptional Public Health Clinical Lead to join our team at a pivotal time for the organisation and population we serve.


This is a unique opportunity for an experienced clinician to provide strategic and professional leadership across the full breadth of Public Health. While a key element of the role is leading our Health Protection and Infection Prevention and Control functions, the post holder will also contribute to wider population health improvement, healthcare public health, commissioning, quality assurance and reducing health inequalities across Lincolnshire. The role will provide clinical expertise across a diverse portfolio including screening and immunisation, sexual health, substance use, healthy lifestyles and our emerging public health priorities. This reflects the broader remit outlined within the role description.


The successful candidate will work collaboratively with local authority colleagues, the NHS, UKHSA, integrated care partners, care providers and voluntary sector organisations to improve health outcomes and protect the health of our communities.

The post holder will play an important role in influencing how Public Health functions develop within new organisational arrangements, ensuring strong clinical leadership, effective partnerships and a continued focus on improving population health and reducing inequalities. Key Responsibilities

  • Provide clinical leadership and expert advice across the full spectrum of Public Health practice, including health improvement, healthcare public health and health protection.
  • Support the development of evidence-based approaches to reducing health inequalities and improving outcomes for vulnerable populations.
  • Contribute to strategic planning, commissioning and service redesign across Public Health priorities.
  • Influence system-wide approaches to prevention, early intervention and population health management.
  • Support the Public Health contribution to Local Government Reorganisation, ensuring clinical expertise informs future service models and partnership arrangements.
  • Champion the use of intelligence, evidence and innovation to improve population health outcomes across Lincolnshire.
  • Lead and assure the development, implementation and delivery of clear, robust health protection and community IPC strategies, policies and protocols across multiple organisations.
  • Strengthen Health Protection assurance through enhanced use of screening and immunisation intelligence to reduce inequalities in access and uptake.
  • Establish a clear a robust approach to both outbreak management and health protection assurance aligned to the evolving ICB cluster arrangements.
  • Lead a community-wide IPC programme, providing specialist operational advice and support to health, adult social care and non-healthcare settings to reduce avoidable harm.
  • Provide clinical governance and expert advice to Public Health teams and commissioners of health and adult social care, ensuring effective IPC systems and statutory obligations are met.
  • Positively influence practice, quality and safety across the Health Protection and wider Public Health system.

About You
You will be a registered healthcare professional with significant senior-level experience in Public Health, Health Protection, Infection Prevention and Control or a related field. Whilst expertise in Health Protection is essential, you will also bring a broader understanding of population health, prevention, health inequalities and partnership working within complex systems.


You will be an influential leader who can operate strategically across organisational boundaries, provide credible clinical advice to senior leaders and elected members, and build effective relationships across local government, NHS organisations, UKHSA and wider partners. You will be motivated by the opportunity to contribute to the future development of Public Health services during a period of significant organisational change.


If you have any of the following qualifications, we would like to hear from you:

  • Adult nursing
  • Children’s nursing
  • Mental Health nursing
  • And/or a background in nursing education

You must have an active NMC registration, and you will be expected to undertake an enhanced DBS check.


There will be an expectation for you to travel and the postholder must have access to a car and be able to commute across Lincolnshire in a reactive and planned manner. Travel expenses will be reimbursed. Professional registration fees can also be recovered.
