Job summary
DDaT Operations & Framework Manager reports to the DDaT Operations Lead and plays a key part in supporting the directorate’s critical activity through oversight, coordination and operational enablement. It strengthens grip, visibility and alignment across DDaT, ensuring priorities are supported by effective planning, governance and resourcing.
Lead DDaT operational frameworks & standards across the organisation – accountable for developing and maturing TPR’s 10 DDaT frameworks, including establishing clear definitions, owners and consistent mechanisms to monitor implementation and capability/ maturity so TPR has unified design, technology and data rules as envisioned in the DDaT Strategy. The role will drive continuous improvement of these frameworks to enable TPR’s transformation into a more digitally enabled and data-led regulator.
Job description
Strengthen DDaT operational governance and ways of working – lead a range of DDaT operational activities and build robust stakeholder relationships across TPR to enhance central governance of DDaT processes and practices. Align DDaT frameworks, delivery processes, and outcomes to relevant Government Functional Standards (e.g. GovS 005: Digital) and service standards to enable ongoing oversight and assessment. Ensure that DDaT’s operational Frameworks and Standards are embedded in daily operations, supporting agile, product-focused and portfolio management practices while balancing proportionate governance with autonomy for empowered service teams.Person specification
Essential Criteria
- Proven experience in operational management, including planning and performance management in a complex environment, project/programme or portfolio management (e.g. PMO) and resource planning across multiple workstreams.
- Strong organisational and analytical skills – capable of integrating diverse data inputs, synthesising management information (MI) and producing both numeric and narrative reports and dashboards; comfortable designing new reporting mechanisms from the ground up when needed.
- Financial and budget management experience – familiarity with budget planning and monitoring in a project or programme context, ensuring effective use of resources and value for money.
- Understanding of risk and assurance practices – able to apply risk management principles and oversee assurance activities, ensuring key outputs meet quality standards and control requirements.
- Knowledge of DDaT methodologies and standards – understanding of agile delivery, product management principles, digital service standards (e.g. UK Government Service Standard), and relevant government functional standards (such as GovS 005 Digital), or comparable industry frameworks.
- Excellent stakeholder engagement and communication skills – capable of working effectively with senior leaders and teams across an organisation, influencing without direct line authority. Able to provide clear written and verbal updates and secure support for key messages and decisions.
- Self-driven and adaptable – a proactive self-starter who identifies opportunities for improvement, responds flexibly to emerging needs, and maintains a positive, solutions-oriented approach. Comfortable managing multiple concurrent priorities and adapting to evolving strategic requirements.
- Strong interpersonal and leadership skills – relationship-building ability across all levels of the organisation, fostering collaboration and trust. The ability to work with others to implement practical, proportionate improvements within constraints, aligning teams toward common goals.
