
Delivery and Operations Manager
Job summary
Reporting to the Head of Delivery and Operations, you will provide essential support for the general running of the programme's delivery and operations. You will work closely with the Senior Business and Operations Manager and the Senior Delivery Manager to maintain the rhythm of the programme, facilitate smooth operations for our local accelerators, and support critical contract and grant management processes.
Your work will be guided by the four core focus areas of the TL&G Delivery and Operations team: Servicing External Governance, Supporting Programme Governance, Supporting Accelerator Governance, and Managing Delivery Partners.

Key Responsibilities
Supporting Programme Governance & Rhythms
- Programme Rhythms: Work alongside the Senior Delivery Manager to facilitate the delivery flow, pace, and tempo of the programme. You will help coordinate Agile routines such as weekly roadmap reviews, stand-ups, and retrospectives to ensure alignment across multidisciplinary teams.
- Planning and Unblocking: Enable excellent outcome-focused delivery by supporting planning, prioritisation, and the unblocking of operational issues.
- Working in the Open: Support the programme's commitment to shared learning by assisting with the coordination of week-notes, blog posts, show & tells, and gatherings across places.
Supporting Accelerator Governance & Facilitation
- Operational Support: Ensure that teams across the programme are provided with the right tools, resources, and information they need to succeed on the ground.
- Shared Learning: Help organise and facilitate opportunities for service teams to share insights and evaluation findings across the programme.
Servicing External Governance
- Reporting: Build trust and confidence through transparent, timely, and effective reporting. You will support the team in gathering data for the Government Reporting Integration Platform (GRIP) and maintaining the programme risk register.
- Communication: Assist in managing stakeholder engagement, ensuring clear communication between technical and non-technical stakeholders across central and local government.
Managing Delivery Partners, Contracts, and Grants
- Partner Delivery: Support the management of the programme's Delivery Partners (such as the Service Delivery Partner), helping the team get the most out of a collaborative approach.
- Contract Support: Assist the team in tracking Statements of Work (SoW) and monitoring partner deliverables against agreed milestones.
- Grant Administration: Provide grant management for the programme’s critical grant portfolio. This includes registration of local authority grants on the Government Grants Information System (GGIS) and monitoring grant agreements to ensure deliverables are met.

Essential Skills and Experience:
- Operational Support: Proven experience in a PMO, delivery support, or operations role within a fast-paced environment.
- Agile/Lean Awareness: An understanding of Agile and Lean delivery practices, with a passion for fostering collaborative and high-performing teams.
- Organisation and Facilitation: Strong planning and organisational skills, with the ability to manage multiple priorities, coordinate meetings, and provide the right tools/resources to diverse teams.
- Administration & Finance: Experience supporting financial processes, grant administration, or commercial contract tracking.
- Communication: Excellent written and verbal communication skills, with a track record of building trust through transparent reporting and engagement.
Additional information:
Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%. Requirements to attend other locations for official business will also count towards this level of attendance.
