The team are collectively responsible for three main analytical outputs:</p><ul><li>Modelling to identify medium and long-term costs of our major investments.</li><li>Long-term costing to inform Spending Review bids.</li><li>Development and maintenance of our ABC based business-critical fee model, which informs the prices of our services.</li></ul><p>It is expected that the postholder will initially focus on should-cost modelling for major investments, however the role will also support both the fee model and Spending Review bids.</p><p>While this is an analytical role, it is customer-facing, with a significant amount of proactive stakeholder engagement.</p><p>Specific responsibilities and day to day tasks include:</p><ul><li>Cost modelling and forecasting for major investments and projects. We work with an independent judiciary across a wide range of jurisdictions to provide a fair, efficient and effective justice system.</p><p><strong>Your role</strong></p><p>Working within a Regional Hearing Centre (RHC), you will support the effective administration of Tribunals business on a national scale by undertaking a range of complex case work and assessment activity in order to determine how best to advance caseloads and remove any barriers to effective and timely case progression.</p><p>Working independently with the support of a wider team, you will make informed decisions on how best to process appeals allowing all better access to justice. Under the supervision of a Senior Legal Officer and leadership judiciary, the Legal Officer will make case management decisions as part of their delegated judicial powers. <h4>Job summary</h4>Please refer to Job Description<h4>Job description</h4><p><strong>HMPPS Band 5 - Contract Assurance Specialist</strong></p><p>The Prison Contracts Group (PCG) group sits within the Directorate of Contracted Operational Delivery (DoCOD) which is responsible for the operational contract management of a large portfolio of contracts, including Prisoner Escort Custody Service, Electronic Monitoring, Community Rehabilitation Services, Prisoner Education and Operational Contracts for a variety of goods and services. PMP contracts alone have an annual value of £564m.</p><p>PMPs were first introduced to the UK in 1992 when the Conservative Government issued short-term contracts to security companies to operate a limited number of publicly owned prisons, the first being HMP Wolds in Yorkshire which was operated by G4S. The first wholly private prisons were often financed through the use of a Special Purpose Vehicles (SPVs) under private finance initiatives (PFI). These were often known as DCMF prisons as they were designed, constructed, managed and financed by the private sector, the first being HMP Altcourse which opened in December 1997 and was operated by G4S.</p><p>There are currently 15 privately operated prisons in England and Wales* operated by G4S Justice Services, Serco Custodial Services, Mitie Care &amp; Custody and Sodexo Custodial Services. In total they currently accommodate approximately 20% of the closed prison population across England and Wales. (*HMP Parc is managed under the Area Executive Director (AED) for Wales and not the PCG).</p><p>PMPs are subject to the same scrutiny from official bodies as those in the Public Sector, including HM Inspectorate of Prisons (HMIP), Ofsted, and Operational and System Assurance Group (OSAG).</p><p>Governors of private prisons are referred to as ‘Directors'. They each have their own staffing structure and they work to their respective Chief Operating Officer (COO). Prison Custody Officers (PCOs) are trained to the same level as Prison Officers and are licenced by Controllers to operate as a PCO once they are fully qualified.</p><p>All privately managed prisons have a named Controller who, with their team, ensures the prison is operated in line with the agreed contract.</p><p>The <strong>Contract Assurance Specialist</strong> (B5) is responsible for the production of complex strategic reports, including in-depth research and statistical analysis for high-level management information to support decision making. Campaigns Co-ordinator

<p>Working as a member of the parking services team, the post holder will be a front-line operative for the council assisting members of the public with information, offering advice and guidance on parking restrictions. Ensuring correct use of both off-street and on-street parking spaces, in accordance with the relevant Parking Orders and Traffic Management Act 2004. Civil Enforcement Officers (CEO) will also be required to issue Penalty Charge Notices to vehicles parking in contravention of the parking regulations, which may incur some negative verbal interaction. Written reports will need to be completed by the post holder recording details of any incidents. <br><br>On a daily basis CEO's will walk their allocated route, which could be up to 10/12 miles, assessing road signage and road lining for compliance purposes; informing their supervisor of any issues or concerns. CEO's must ensure all incidents are brought to the attention of the Supervisor immediately – providing written statements and reports. They may also need to attend court or adjudication panels when required, as well as to submit evidence when called upon. Medway Council's equipment procedures must be adhered to – ensuring that all equipment is given due care and protection, daily start of shift checks should be carried out for faults and damaged equipment to be immediately reported to the Supervisor. <br><br>CEO's will be required to assist with the clearing of snow from Medway car park surfaces as directed, if the weather inhibits the issuing of Penalty Charge Notices.</p><p>The post holder will work on a shift pattern basis to ensure that the parking service is operational 7 days per week, from 07:00am - 01:00am hours.
