What is the role like?

  • You’ll work on diverse projects across multiple structures assets, with a supportive environment where your ideas matter and your expertise shapes what we do.
  • You will be responsible for the successful delivery of highway structures schemes, programmes and asset management.
  • The role combines technical, contractual, and leadership expertise for design and construction delivery with the ability to manage a team.
  • You will manage a team of engineering technical and professional staff to enable effective delivery of highway structures engineering service. This includes managing, motivating and supporting the team, performance management, and contributing to recruitment.
  • This role will monitor cost and financial information for projects and programmes with an annual value of approximately £1m - £5m.
  • You will plan and organise projects, programmes and services within monthly to yearly horizons, but with a view and plan of annual requirements with an understanding of longer-term perspective in structures asset management.
  • As Design Lead or Approver and Project Manager for designated projects, the postholder will ensure compliance with contractual requirements, manage risks, budgets and maintain governance throughout the project lifecycle and programmes.
  • You will provide expertise and authoritative advice into the development and improvement of asset management and structures policies, standards, specifications, projects, procurement of consultants and contractors, and design/delivery of schemes, studies and services so that they are delivered in line with service's standards, best practice and regulations.
  • Prepare proposals, reports, and submissions on resources, objectives, and targets for service planning purposes in specified area to support the delivery of service.
  • Ensure compliance with legal obligations, such as Construction Design Management (CDM) Regulations and have a thorough understanding of relevant legislation, which sets out the statutory duties of the Council to fulfil.
  • Manage and control project, service and programme budgets to ensure that spend is within financial limits, value for money is achieved, and to help protect the financial health of the Council.


What will you be doing?

  • Managing work across the road bridges, footbridges, culverts, subways, retaining walls and gantry assets as part of the planned structures maintenance programme.
  • Leading and supporting the development of highway structures schemes working through all the gateway lifecycle stages of a project from concept to construction.
  • Reviewing and approving work such as design drawings, specifications, tender and preconstruction information.
  • Managing the planned programme based on asset management prioritisation.
  • Safeguarding projects and programmes to be delivered within budget, on schedule, and in compliance with technical standards and legal obligations.
  • Assessing inspection condition data and site information to validate decisions and manage risk.
  • Managing contracts and performance of the team and providers to deliver services.
  • Leading and collaborating with multiple teams and stakeholders to deliver our objectives.
  • Driving innovation in highway structures and asset management


What do you need?

  • Degree in relevant engineering discipline or traffic/transportation discipline.
  • Chartered Engineer (ICE/IHE/CIHT/IStructE), Project management qualification (APM), NEC Project manager accreditation, Member of the Institute of Asset Management (MIAM) or Equivalent Status.
  • Experience of commissioning and managing external services or contractors.
  • Experience in leadership of high-profile innovative projects, policies or programmes which have a wide-ranging impact and reputational risk for the council.
  • Comprehensive understanding of health and safety and relevant legislation with legal knowledge in relation to statutory duties of the council relating to areas of work such as structures, construction, highways, or engineering.
  • Extensive experience and knowledge of how to deliver highway structures, design, construction and applications in maintenance and repairs.
  • Financial and contract management skills along with commercial acumen.
  • Problem solving and risk management skills associated with managing major projects and/or complex programmes/services, and ability to manage conflicting priorities.
  • Capability to lead, manage and develop a team to deliver complex engineering projects and programmes.
  • Skill to build relationships with, persuade and influence a wide range of internal and external stakeholders, teams of technical people and professional colleagues.
  • Aptitude to engage and motivate teams of technical people and professional colleagues.
  • Ability to plan and manage projects and programmes, including the work of others, such as team members, consultants and contractors and balance competing demands.
  • Must be able to travel, using public or other forms of transport where they are viable, or by holding a valid UK driving license with access to own or pool car.

What does a typical day look like?

One day you might be approving design information for a new retaining wall scheme, the next, you’re reviewing defects from a bridge principal inspection report and confirming repair requirements, then looking at the asset database and prioritising structures to be repaired in the future works programme. You’ll lead project meetings, collaborate with stakeholders and contractors, and contribute to innovative solutions that keep our infrastructure resilient.
