Hertsmere Borough Council are recruiting for a Civil Enforcement Officer to join our existing team.
You will be required to patrol the streets and car parks and to carry out enforcement against illegally parked vehicles.&nbsp; You will also provide advice to members of the public and check that parking machines and equipment are in good working order.
The successful applicant will enjoy working outside and will be someone who can deal with members of the public in a helpful and diplomatic manner.&nbsp; You will need to use computerised equipment and personal safety equipment and gain an understanding of the legal requirements of the job.&nbsp; Applicants need to have a clean driving licence and access to a vehicle for work purposes.&nbsp; Full training will be given so previous experience in a similar role is not essential.

The Role

Our Resources team has a large and diverse range of responsibilities including Finance, Exchequer, ICT, Audit and Revenues and Benefits services.&nbsp; The Resources team is well integrated and provides a really positive, welcoming environment with a notably professional and focussed work ethic in supporting the Council’s environmental, economic and community priorities for the district.
The Exchequer Services team exists to ensure the Council is able to effectively secure, deploy and manage its resources in pursuit of its ambitious goals. This is a challenging post, and we are looking for an experienced manager to lead a small team dealing with a variety of central functions including payroll and allowances, payments, sundry debtors, and income management.&nbsp;
You will be responsible for managing and driving forward further changes and improvements within the section to ensure value for money, including performance management arrangements generally.&nbsp;
This post is permanent. The Financial Hardship team provides impartial policy advice to the Mayor of London and the London Assembly on issues relating to poverty and financial insecurity in London. It also delivers a number of the Mayor’s programmes in support of London households on low incomes.
<h2>About the role</h2>
Roles in the Financial Hardship team cover a mix of policy and delivery-focused activity and involve regular close working with a variety of internal and external stakeholders. We often act as subject matter experts on issues relating to financial hardship. We get involved in the full policy and delivery cycle – helping to answer the question of how the GLA or its partners should respond to a given issue and then leading or supporting the establishment of appropriate and effective interventions.
<h2>What your day will look like</h2>
<ul>
<li>Working with internal and external stakeholders to shape and deliver programmes to support Londoners on low incomes</li>
<li>Writing briefings and consultation responses on behalf of the Mayor of London</li>
<li>Supporting the effective scrutiny and oversight of GLA activity by responding to London Assembly members’ questions and committee investigations</li>
<li>Maintaining an overview of developments in policy and legislation</li>
<li>Being responsible for ensuring projects are delivered in line with governance and finance processes</li>
</ul>
<h2>Skills, knowledge and experience</h2>
To be considered for the role you must meet the following essential criteria:
<ul>
<li>Expert knowledge and experience of social policy, in particular within a London context.&nbsp;&nbsp;</li>
<li>A track record of successful project management, and delivering results on target and within budget.&nbsp;</li>
<li>Experience and understanding of policy development processes within a complex political environment, including first rate analytical skills, and with an eye on how policy will be implemented in practice.&nbsp;</li>
<li>Excellent knowledge of the stakeholders and relationships that are key to the development and delivery of social policy in London.&nbsp;&nbsp;</li>

<h2>Benefits</h2>
GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.

This is an exciting role within the Essex Procurement Partnership (EPP), a shared procurement team that undertakes all procurement activity across a number of District and Borough Authorities. The Partnership currently supports 5 authorities, but this number and the team is growing. The successful candidate will take responsibility for a significant number and variety of procurement projects across these Authorities, taking a business partner role in supporting two EPP member authorities and helping set and develop procurement practice across the partnership.
Excellent stakeholder skills at all levels both internal and external are key as well as a positive ‘can do’ attitude with the ability to work under your own initiative and complete work to a high standard. Whilst being able to adapt to conflicting timeframes and challenging deadlines ensuring these with a positive and pro-active approach. A good understanding of procurement legislation and how it can be applied to achieve the partnership’s outcomes is essential.

Accountabilities
<ul>
<li>Lead the development, maintenance and implementation of category strategies, ensuring alignment to commissioning objectives</li>
<li>Develop and implement innovative approaches and solutions in the delivery of a wider variety of procurement projects to enhance levels of service and minimise costs. This requires working collaboratively with colleagues across each member council and externally, to ensure best practice can be achieved when implementing new ways of working.</li>
<li>Collaborate with and exert influence on Directors, Senior Managers and Members as to the commercial and financial viability of differing commercial options for specific projects within complex and often, contentious environments.</li>
<li>Take a proactive approach to identifying and investigating contractual, commercial and market risks to ensure continuity of supply and protect the Authority’s interests.</li>
<li>Lead major projects and tenders, ensuring all sourcing activity fully complies with appropriate legislation and regulation whilst also complying with EPP and member authority policies.</li>
<li>Work collaboratively with incumbent suppliers and potential new entrants to identify gaps in market provision and explore opportunities to close those gaps.</li>
<li>Provide support and advice to stakeholders regarding any contractual or procurement matters.</li>
<li>Support the adoption of best practice approaches with the aim of ensuring that the Procurement function is seen as ‘best in class’. Ensure policies, procedures, documents and workflows are kept up-to-date and remain best in class.</li>
</ul>
Knowledge, Skills and Experience
<ul>
<li>Educated to degree level with a relevant professional qualification such as MCIPS and or equivalent demonstrable work experience with evidence of continuing professional development.</li>
<li>Knowledge of category management and experience of using this methodology in complex commercial environments to deliver significant cost or service improvements.</li>
<li>Significant public sector sourcing experience.</li>
<li>Experience of delivering continuous improvements in large, strategic arrangements with evidence of generating significant cost and service benefits.</li>
<li>Knowledge of contract law and legislation relevant to the specific category / categories within their control and its impact on market management, finance and contractual arrangements.</li>
<li>Extensive knowledge of public sector procurement law with an ability to explain the law to non-procurement staff and find pragmatic solutions to potential legal difficulties.</li>
<li>Comprehensive negotiating skills appropriate to multi million pound contracts and experience of planning and delivering successful negotiations.</li>
<li>Experience of working in a political environment and skilled in understanding and responding to different perspectives.</li>
