Job summary

Across government, digital and technology transformation is no longer simply an enabling function; it is central to how public bodies deliver better services, protect resilience, support policy outcomes and respond to the growing expectations of citizens, businesses and colleagues. Ofgem has a vital role in the UK’s energy system, protecting consumers and helping to enable a more secure, fair and sustainable energy future. As the organisation continues to evolve, our newly designed Digital, Data and Security Services (DDSS) team will be critical to how Ofgem modernises its services, strengthens its platforms and supports wider government priorities.

Ofgem is on an exciting transformational journey. Within DDSS, we are strengthening the foundations of our entire DDSS function and technology estate, building greater internal capability and creating the platforms, services and governance needed to support a modern regulator. In short, this is an opportunity to join Ofgem at a pivotal moment and help shape the next stage of its digital, data, security, and technology maturity.

Team context

The Chief Enterprise Architect is a strategic leadership role at the heart of Ofgem's digital transformation, aligned to the Principal Enterprise Architect role within the Government Digital and Data Profession Capability Framework.

Reporting to the Chief Technology Officer, you will lead Ofgem's architecture capability across Enterprise, Solution, Security, Salesforce, and Data & AI domains, providing strategic direction for the organisation's technology, data and security landscape. Working closely with the Chief Technology Officer, Chief Data and AI Officer, Chief Information Security Officer and senior stakeholders across Ofgem and wider government, you will ensure that architecture enables innovation while delivering secure, resilient and future-ready digital services.

Overview of the role

As Chief Enterprise Architect, you will define and evolve Ofgem's enterprise architecture vision, ensuring technology, Salesforce, data, AI and security solutions and strategies align with organisational priorities and wider government standards.

You will lead the architecture function across Enterprise, Solution, Security, Salesforce and Data & AI disciplines, embedding secure-by-design principles, robust governance and architectural excellence whilst recognising the need for pragmatic decisions that maximise business value.

This is an exceptional opportunity to influence enterprise-wide strategy, shape long-term technology investment and play a pivotal role in delivering Ofgem's ambitions as a modern, data-driven regulator.

Job description

You will be responsible for:

  • Leading and resourcing Ofgem's architecture function across Enterprise, Solution, Security, Salesforce and Data & AI domains, ensuring consistency, interoperability and adherence to strategic principles.
  • Defining and evolving Ofgem's Enterprise and Data Architecture strategy and enterprise-wide architectural vision.
  • Embedding Secure by Design principles, working closely with the CISO to govern security, manage risk and apply modern security patterns.
  • Developing integrated technology, data, AI and security roadmaps, that are aligned with Ofgem's strategic priorities.
  • Chairing the Technical Design Authority (TDA) and leading architecture governance forums.
  • Establishing and enforcing architecture principles, standards, guardrails and governance across the organisation.
  • Acting as the senior architectural advisor to executive stakeholders across Ofgem and government.
  • Leading, mentoring and developing Principal Architects, Senior Architects and specialist architecture communities.

Person specification

What we are looking for:

Essential

  • Proven experience leading diverse architecture functions including enterprise, solution, data, artificial intelligence (AI), and security functions at enterprise scale.
  • Demonstrable experience in successfully establishing architectural governance, standards and guiderails, chairing governance forums and providing assurance for delivery initiatives.
  • Demonstrable understanding of Secure Design.
  • Strong knowledge of data architecture and AI principles including ethical AI design, model governance, frameworks and compliance with data protection and AI assurance obligations.
  • Proficiency in architectural modelling tools such as Archi or BizzDesign, and frameworks, such as ArchiMate, UML, or equivalent, with the ability to create and maintain architectural artefacts.
  • The ability to influence and network across architectural communities.

Holds or can obtain the following certifications or equivalent within 6 months:

  • Formal Architectural Qualification such as BCS EA Certification or equivalent.
  • Cloud Architecture Certification: Microsoft Azure Solution Architect (Expert).

This is an opportunity to play a significant role in Ofgem’s journey, as part of a newly formed and high-performing team that is shaping a critical government organisation at a time when its work has never been more important.

Government or wider public sector experience would be beneficial but is not essential.
