Job summary

The Property Infrastructure Division’s vision is to help create modern and connected property infrastructure (sites and premises) to meet the needs of business in all parts of Wales to maximise regional economic benefits. The Division is a commercially focused, customer facing team with skills in a range of built environment professions. The Property Delivery Plan seeks to deliver a rolling programme of 300,000 sq ft p.a. of new premises together with investment ready sites with an estimated capex of £200M over the next 10 years. Recent examples include the delivery of a new 50,000sq ft advanced build employment premises at Rhyd y Blew, Ebbw Vale, and 32,500 sq ft of employment premises at Cross Hands in Carmarthenshire. Both developments achieved Net Zero Carbon in Use Standard.

The post holder will be responsible for assisting the delivery of key capital and property projects on behalf of the Welsh Government. Projects may involve the construction, extension or alteration of commercial and industrial buildings, delivery of civil engineering projects and mains services and remediation of contaminated sites. The post-holder will support technical, delivery and assurance decision making on a range of technical programmes and projects which achieve an impact for the economy and assist in monitoring and evaluation of those projects and programmes and associated budgets.

Job description

The post holder will work closely with more senior Technical Project Managers and share knowledge in construction, engineering, procurement and project delivery and support recommendations to the Property team and to other parts of the WG.

The post holder needs to be an experienced in the built environment discipline, including in the delivery of construction/infrastructure projects. Knowledge of contract law is beneficial and must operate credibly both within Welsh Government and with external stakeholders.

Person specification

• Assist the management of project teams and specialist consultants/contractors to deliver key projects within agreed timescales and budgets, including cashflow forecasts, risk and time schedule management
• Prepare and review project briefs and specifications and tender enquiry/procurement documents.
• Assist with procurement activities and creating new contracts
• Help monitor projects/partnerships and review how value for money, sustainable development and compliance are being achieved.
• Prepare Ministerial Advice/Briefs and advice to the Property Leadership team to obtain approval for projects
• Assist in the management of procedures to comply with relevant statutory regulations including Environmental, Health and Safety and Sustainability Duties.
