Job summary

About the team

The Operational Services and Transformation Team (OS&T) are responsible for leading organisation-wide change, and for delivering many of our key digital and development services.

Within the TCS team there are several units:

  • The Programme Management Office,providing structure, governance and project management to the Improvement and Delivery Programme, led by the Head of Programme Management Office;
  • The Geo-Information Service team which provides mapping and geographical services to Scottish Forestry, such as data capture, data analysis and reporting;
  • The Digital Services team, providing development, maintenance and support of existing operational delivery systems, particularly our case management system;
  • The Forestry Development team, which provides professional forestry input into operational delivery, developing and improving our customer services, identifying and exploiting new partnership opportunities.

The GIS, Digital Service and Forestry Development teams are managed by the Head of Innovation, and work to both deliver and support existing operational services, and to resource Improvement and Delivery Programme projects.

Job description

What you will do

As a Project Manager, you will play a key role in helping us to plan, co-ordinate and track internally and externally focused improvement related projects which help us achieve the Scottish Government’s ambitions for forestry in Scotland. You will collaborate closely with colleagues from across the agency to help our organisation meet emerging needs and increasing demands. We are looking for someone with the skills, experience and drive to take on this challenging role within the PMO Team.

We work in a matrix style, which means you will be an asset across the organisation, collaborating with (and with potential opportunities to work as part of) other teams too.

Main Duties

  • Establish and embed project controls in line with both the PMO and wider organisational requirements;
  • Data analysis to support the creation of programme management reports and dashboards as required by the PMO, Programme Board and Senior Executive Team;
  • Track the progress of project and programme deliverables and benefits across programme, highlighting any risks and issues which may impact on project delivery;
  • Support the implementation of a benefits management approach, including benefits mapping and realisation;
  • Design and map new processes and templates and ensure these remain fit for purpose through ongoing review and continuous improvement;
  • Support colleagues across the organisation in developing conceptual business improvement ideas into robust, deliverable projects.
  • Advise colleagues on the management of risk within their projects and appropriate escalation.
  • Develop and deliver or support delivery of business improvement projects as required, from initiation through to project closure; and
  • Build capacity and capability across the organisation in project management principles and share best practice through delivering workshops, coaching in project management techniques, developing guides etc.

Essential:

  • A strong track record in managing complex projects through the complete project lifecycle using recognised project management tools and techniques
  • Excellent communication skills with an ability to build strong internal relationships with a range of stakeholders
  • Experience of working with or within a PMO

  • Experience of working with business improvement and service design projects

Technical

Desirable:

  • Recognised Project Management qualification
  • Recognised Change Management qualification
