A Resident Empowerment Officer (REO) plays a central role in strengthening the relationship between residents and the Housing Service by ensuring that tenants and leaseholders have a meaningful voice in shaping how services are delivered. The role focuses on building resident influence, increasing participation, and supporting community‑based engagement, in line with the council’s commitment to transparency, inclusion, and accountability.

REOs work directly with residents, Tenant and Resident Associations (TRAs), community groups, and service areas to promote involvement, gather feedback, and facilitate collaborative problem‑solving. They coordinate engagement activities such as forums, drop‑in sessions, consultations, surveys, and targeted outreach, ensuring under‑represented groups are included. They also support residents with information, build capacity within TRAs, and ensure engagement activities comply with governance, constitutional, and financial requirements.

The role includes responsibility for planning and delivering engagement events; supporting cross‑service collaboration; developing communication materials; monitoring best practice in resident engagement; and maintaining accurate records to inform service improvements. Ultimately, REOs help ensure residents have real influence in decisions affecting their homes, neighbourhoods, and the wider housing service.
