Introduction

The Criminal Injuries Compensation Authority (CICA) is an executive agency of the Ministry of Justice (MoJ). We receive over 40,000 applications every year for compensation, from people who have lost loved ones or have been injured as a result of violent crime. We know financial compensation can never fully redress what they have suffered. Nevertheless, what we do is an important part of providing justice for victims and we take pride that the compensation we pay helps people move forward with their lives.

We employ around 350 people and are based in Glasgow city centre. We are a small, engaged, productive workforce with a real sense of corporate community. We want to keep improving our services and the way we work to best serve the public, meet new challenges, deliver value for money and ensure CICA is a great place to work.

The role is based 10 Clyde Place, Glasgow, G5 8AQ and we currently operate a hybrid working business model, where a typical employee works 50% of their week from the office.

The Role

The role will support the delivery of CICA's people and organisational priorities, helping to ensure the organisation has the capability, capacity and engagement required to deliver its strategic objectives.

The postholder will support the development and lead the implementation of Corporate Support priorities, including delivery of the People Survey Action Plan, Strategic Workforce Plan and Learning and Development Plan. Working closely with senior leaders and stakeholders across CICA, they will coordinate key initiatives and activity across multiple workstreams, provide insight through analysis and reporting, and identify opportunities to improve ways of working.

The postholder will provide leadership and direction to a small team with responsibility for key Corporate Support functions, including learning and development, internal communications and employee engagement activity, ensuring delivery of agreed priorities and outcomes.

This role is at Senior Executive Officer (SEO) grade. SEOs are expected to provide confident, visible leadership and take ownership of delivering high-quality outcomes that contribute to organisational priorities, including the annual Business Plan. They are skilled at building strong, collaborative relationships with a wide range of stakeholders, influencing others, and driving the successful delivery of complex work.

Key Responsibilities

Planning and Delivery:

  • Support the development, coordination and delivery of Corporate Support priorities, translating strategic objectives into deliverable plans and actions
  • Lead delivery of key priorities including the Strategic Workforce Plan, Learning and Development Plan and People Survey Action Plan
  • Monitor progress against plans and priorities, identifying risks, issues and opportunities and escalating where appropriate.

Insight, Engagement and Continuous Improvement:

  • Build effective relationships with leaders, managers and stakeholders across CICA and MoJ to support delivery of Corporate Support priorities
  • Lead and coordinate people-focused groups and forums, ensuring activity is aligned to organisational priorities and supports delivery of CICA's People and Capability Plan
  • Maintain oversight of actions, progress and outcomes arising from people-focused groups, providing updates and recommendations through the People Committee and supporting wider organisational governance arrangements as required
  • Use workforce data, feedback and insights to evaluate performance, identify opportunities for improvement and support evidence-based decision making
  • Promote employee engagement, collaboration and a culture of continuous improvement across the organisation, supporting the delivery of effective internal communications that reinforce organisational priorities.

General Responsibilities:

  • Contribute to the development and continuous improvement of Corporate Support policies, processes, guidance and resource
  • Provide line management for three HEO colleagues, ensuring effective performance, development and wellbeing
  • Prepare reports, briefings and updates for senior leaders and governance groups as required
  • Represent Corporate Support in relevant meetings, forums and working groups
  • Promote equality, diversity and inclusion in all aspects of the role, ensuring compliance with ED&I policies, the Public Sector Equality Duty and the Civil Service Code
  • Undertake any other duties commensurate with the grade and nature of the role, as required by the business.

Essential Criteria

  • Experience of managing multiple workstreams and delivering outcomes within a complex organisation
  • Experience of leading, managing or developing individuals or teams to deliver organisational objectives.
  • Strong organisational and planning skills, with the ability to manage competing priorities
  • Excellent communication skills with ability to communicate effectively with a range of stakeholders
  • Ability to analyse information and data, identify trends and provide evidence-based recommendations to support decision making
  • Experience of identifying opportunities for continuous improvement and implementing practical solutions.

Desirable Skills, Knowledge and Experience

  • Experience of workforce planning, recruitment, learning and development, employee engagement, or other people-related disciplines
  • Experience of supporting delivery of workforce, people or organisational plans
  • Experience of leading or coordinating staff groups, forums, or engagement activities to deliver measurable outcomes and organisational improvements.

Further Information

We offer flexible working between 7am and 7pm, Monday to Friday. While we currently operate a hybrid working model, we encourage new starters to spend more time in the office during their initial period in role to support induction, training, relationship building and familiarisation with the organisation.

This role is offered on a full-time (37 hours per week) basis.
