Job summary

As a UK regulator, HSE collects, processes, and produces a large amount of information relating to our regulatory activities. We have legal obligations as a government department to ensure that we are managing this information in accordance with our statutory obligations and can be both accountable and transparent in our decision making. HSE’s Bootle-based Information Management Team (IMT), is responsible for providing advice and guidance on the effective management of information across the organisation.

An exciting opportunity is available for a Band 4 (HEO) Information Governance Manager to join the team.

As part of the Information Management Team, the post holder will be responsible for managing the governance of HSE’s information management estate including architecture,compliance, data discovery, configuration changes,building capability across the organisation, and working with system engineers and developers to make sure KIM best practice is incorporated in IT system implementation.

The role will also support HSE’s strategic direction for data and information management, providing a centre of expertise and control in HSE andwill provide advice and support on all aspects of information management and governance, supported by a programme of training and development to improve Information Management skills across the organisation.

Working Pattern

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

Travel

As you will be working as part of a Bootle based team, it should be assumed that the successful candidate (if not already Bootle based) will be required to attend Bootle Head Office, on average, 2-3 days every 6-8 weeks.

Job description

Key Responsibilities

  • Support HSE’s Departmental Records Officer (DRO) to fulfil HSE’s legal obligations under the Public Records Act by assisting in the management and assurance of HSEs Information Lifecycle from creation to disposal.
  • Develop and manage HSEs information architecture plan including structure, navigation and security in line with HSE and central government information management and governance policies.
  • Assist in the development of policies and procedures required to support HSE’s compliance with information management legislation (e.g. Public Records Act, DPA, UK GDPR), including acceptable use, compliance, and business rules criteria.
  • Support HSEs Information Asset Owners and Data Protection Officer, helping to develop and manage a compliance framework by providing assurance and guidance to senior leaders on information management compliance considerations including risks, vulnerabilities and controls.
  • Actively engage with KIM professionals across government and other stakeholders to develop own knowledge and advise and support HSE on emerging issues and trends. Work with IMTs Training and Comms manager to use this knowledge in the support and development of HSE KIM standards, training and communications.
  • Lead a team of KIM specialists including direct line management responsibility for approx. 2 B5s undertaking 1-2-1s at least every 8-weeks, setting team and individual’s performance objectives, ensuring training and development plans are in place, as well as managing attendance, leave and sickness etc. Fostering a culture of continuous improvement and modernisation within the team by actively identifying areas, systems, and processes where improvements could be made. Support in the implementation of these improvements by building capability within the team to deliver effective change, enabling knowledge transfer where required.

Person specification

Essential Skills and Criteria

  • Proven records management experience and the demonstrable application of Knowledge and Information Management (KIM) policies, processes, and legislation (e.g. Public Records Act)
  • Experience of using MS Purview and eDiscovery tools to deliver knowledge and information management services
  • Demonstrable understanding of Information Management and Information Governance legislation (UK GDPR, DPA, etc)
  • Experience of administering and supporting the completion of Data Protection Impact Assessments (DPIA) and Record of Processing Activities (ROPA) forms
  • Proven ability to plan, problem solve, prioritise workloads, and the ability to communicate effectively in a range of styles to both internal and external stakeholders at all levels
  • Proven experience of managing the KIM functions of Electronic Document and Records Management Systems (EDRMS) (e.g. Microsoft SharePoint)
