<p>The Regulatory Services Partnership (RSP) hosted by Merton Council is one of the largest Environmental Health Services in London, with the Food and Safety Team responsible for overseeing more than 6,000 food businesses in Merton, Richmond and Wandsworth. The area covered is diverse in nature and includes a variety of high profile and interesting venues, such as Wimbledon Tennis, AFC Wimbledon, Twickenham Rugby, Battersea Power Station, New Covent Garden and Hampton Court Flower Show.</p>
<p>We have an exciting opportunity for talented and enthusiastic qualified professionals to join our team of dedicated Food and Health and Safety officers to deliver the food safety, health and safety and infectious disease function across the RSP boroughs.</p>
<p>As an authorised officer you will manage and deliver food hygiene and standards inspections of all premises type, including approved food premises. You will investigate complaints and accidents, using your knowledge, skills and experience, and applying the necessary behaviours.</p>

Staffing numbers will vary depending on the size of the establishment and the nature of work undertaken. The job supports both Offenders’ Learning and Skills Service (OLASS) and non-OLASS learning.<br><br>This is a non-operational job with line management responsibilities.<strong>Responsibilities, Activities and Duties </strong>The job holder will be required to carry out the following responsibilities, activities and duties:<p><br>• Responsible for ensuring all staff within Learning Skills and Employment provide a respectful, safe decent environment for all prisoners and staff.<br>• Responsible for managing Offenders Learning and Skills Service (OLASS) and non- OLASS including industries, gymnasium.<br>• Responsible for assisting in the planning and implementing of quality assurance frameworks within the establishment.<br>• Co-ordinate Self-Assessment Reports (SARs) for the establishment.<br>• Responsible for managing, promoting, developing and co-ordinating all learning and skills activity, (including education, vocational training, physical education, library provision) in order to provide a comprehensive and coherent learning and skills programme for all prisoners.<br>• Assist in the planning and co-ordination of Offenders Learning and Skills Service (OLASS) and all other types of learning to form a learner journey from reception to release.<br>• Responsible for administration of distance learning, further education and Open University and monitoring the quality assurance of prisoners managing their own Individual Learning Plan (ILP).<br>• Work with other resettlement services, the risk management unit and other functions, to encourage offenders to continue their learning on release – ensuring that appropriate Offenders Pathways are arranged/notified prior to release.<br>• Responsible for monitoring the Service Level Agreements (SLA) for education, library services and training providers operating within the establishment, to ensure that quality standards are achieved.<br>• Responsible for the delivery of industries vocational training ensuring the screening assessment and referral processes that determine suitability of prisoners to access learning material and tutor to deliver required skills to achieve target qualification.<br>• Responsible for ensuring that the Service commissioned is agreed with SFA, Education provider and Advice and Guidance Agency.<br>• Responsible for chairing quarterly Quality Improvement Group/OLASS Partnership Meetings and attend meetings as required.<br>• Maintain good working relationship with groups that provide funding including the Learning and Skills council and Youth Justice Board (if in Young Offender Institution (YOI) or Juvenile in estates).<br>• Responsible for the accuracy of figures generated i.e. hours delivered, to enable the release of funding.<br>• Responsible for the preparation of material for internal and OFSTED audits and act as OFSTED nominee for the establishment.<br>• Contribute to prisoner reports including Assessment, Care in Custody and Teamwork (ACCT) reports and parole reports.<br>Undertake other management tasks including:<br><br>• Manage devolved budgets in accordance with the financial procedures outlined in the budget delegation.<br>• Responsible for the management of all staff within their area. This includes staff performance, development and annual appraisal through to sickness absence management.<br>• Ensure all HMPPS standards and Service Delivery Indicators (SDIs) are implemented and managed within the relevant work area.<br>• Ensure all national and local policies and procedures are implemented and compliant e.g. National Security Framework (NSF), Local Security Strategy (LSS), Finance Manual.<br>• Attend as directed any relevant boards/meetings and actively contribute, either as chair or team member.<br>• Provides leadership and direction to managers and staff within their defined work area through briefings, building informal and formal relationships and effective communication.<br>• Produce relevant reports as required and ensure all correspondence is replied to within agreed timescales.<br>• Liaise and form good relationships with internal and external stakeholders.<br>• Manage resources to deliver the activities within the defined work area, and contribute to the mid-to-long term business planning process.<br>• Ensure the defined work area and associated activities comply with Health and Safety legislation. <h4>Job summary</h4>Please refer to Job Description<h4>Job description</h4><p><strong>Overview of the job </strong></p><p>This is a non-operational job in an establishment. </p><p>The job holder will be responsible for providing supervision, knowledge and skills to prisoners in non-specialist workshops where no qualifications are being delivered and nor is the job holder deployed in training prisoners up to the required level to gain qualifications.</p><p>This job description is not designed for use by job holders in specialist workshops as the role will not be required to be qualified in a specialist area or to train prisoners up to the required level to gain qualifications. In these circumstances Specialist Production Instructor should be used.</p><p>Although this is a non-operational job in an establishment with no line management responsibilities the job holder will have workshop and prisoner management responsibilities.</p><p>This is a rotational role.</p><p><strong>Summary </strong></p><p>The job holder will be committed to prison workshops being places of structure and discipline. The job holder will, as far is reasonably practicable, provide the prisoner with a work experience in workshops that better mirrors the employment experience outside of prison.</p><p>The job holder will ensure that all services are provided to a high standard and that security and control are maintained at all times. </p><p>On an exceptional short term basis. job holders can supervise prisoners in more specialist workshops. For example: </p><ul><li>Emergency, an unforeseen or sudden occurrence, especially of danger demanding immediate action.</li><li>Ad-Hoc use of an Instructor in staffing HMPPS workshops only and not workshops or classrooms normally staffed by employees of any provider other than HMPPS.</li><li>Short Term, timeframe 1-5 days, to allow management to put in alternative measures to resolve a workshop staffing problem that did not exist more than 48 hours before.</li></ul><p><strong>Responsibilities, Activities and Duties </strong></p><p>The job holder will be required to carry out the following responsibilities, activities and duties:</p><ul><li>Participate in the selection process of prisoners for the workshop.</li><li>Induct prisoners to the workshop/area of work and train them in aspects such as health and safety, Control of Substance Hazardous to Health (COSHH), machinery and tools usage. Ensuring all tools, equipment and raw materials are safe, secure and properly accounted for.</li><li>Provide support for prisoners where required; tailor learning and training requirements to individual needs. Setting work schedules and manage targets/quality standards, maintaining delivery of contractual arrangements.</li><li>Supervise, manage and control prisoners decently, safely and securely whilst carrying out all activities, with responsibility for their performance, motivation, discipline, appraisal and development. Conduct a metal detector scan or rub down search of prisoners attending and leaving their own workshops.</li><li>Initiate product development reviews to maintain workshop/area of work output levels, and to provide variety of work and experience for prisoners.</li><li>Contribute to risk and health and safety assessments on consumables and Health and Safety risk assessments relating to the workshop/area of work and specialist areas.</li><li>Actively contribute to prisoner reports, parole and sentence planning, Assessment, Care in Custody &amp; Teamwork (ACCT) and Security Information Report (SIRs) by providing information to case managers. Open and complete Assessment Care in Custody and Teamwork (ACCT) forms, Violence Reduction Incident Reports (VRIR) and Security Information Reports (SIRs) when required and contribute to Incentive Earned Privileges (IEP) reports.</li><li>Contribute to prisoner reports including parole and sentence planning, regime monitoring information and update prisoner training records.</li><li>Maintain regular communications via radio net in accordance with Local Security Strategy (LSS).</li><li>Request materials and estimate usage in order to meet work targets whilst providing quality assurance against product specification.</li><li>Log attendance and approve prisoner hours worked and wages including recording piece work where appropriate.</li><li>Attending and contributing to relevant meetings as required.</li><li>Providing administrative support for workshop activities.
