Deputy Team Leader Development Planning

Here at the London Borough of Havering, we are excited to be growing our Planning team. Over the next few years, we are embarking on a regeneration journey that will transform our borough, create high-quality places, connect our towns and bring opportunities for all. To help achieve our goals, we are recruiting a Deputy Team Leader for Development Planning. 

In this vital leadership role, you will use high-level development planning and supervisory skills to deliver regeneration and growth in line with the Havering Local Plan. 

About The Role

Your key priorities for this role will include producing Local Plan and associated documents for the borough, as well as delivering development planning projects that meet the council’s aspirations. 

You will deputise for the Team Leader and help to set the tactical direction of your team, ensuring that all development planning projects are delivered on time and within allocated budgets. We’ll look to you to support the Team Leader to establish, develop and review structures, procedures and working methods for your team to ensure integrated, effective and efficient service delivery. You will also maximise the use of new technology. 

To be successful in this role, you will need excellent planning and urban design skills as well as supervisory experience at team level within development planning. You will also have experience in dealing with Councillors and be politically astute. We will look to you to ensure Havering’s communities are engaged in the creation of the Local Plan and its related documents, so confident communication skills are essential.

As this a senior role, we’ll expect you to have several years of experience of major issues related to spatial planning/planning policy in a complex organisation and RTPI accreditation or eligibility for it. You will also need a comprehensive understanding of current developments affecting planning, regeneration and local government in London.
