£60,258 per annum for 36 hours per week based at County Hall, Penrhyn Road, Kingston Upon Thames, KT1 2DW. This position is based inside one of our main area offices, click HERE to see a 360 degree view of the building and surrounding area along with a view of the reception.

About the role

As a Service Manager within Commissioning, you will be joining the division at a time of significant change, as we transform our Children's Services. With new management, innovative approaches and considerable energy and determination to deliver better outcomes for our most vulnerable children. Under Dave Hill's Executive directorship, we've undergone a top to bottom reorganisation, bringing in a range of new Directors and Assistant Directors to support the delivery of our vision. We are moving at pace to embed our new models of working and have the resolve to continue the great work already started.

We are looking for an innovative Service Manager to join Commissioning, where you will be responsible for leading on all aspects of commissioning and service design for children and young people. The division will be at the centre of children's services in Surrey, driving change and innovation with a relentless focus on improving outcomes. At the heart of what we aim to achieve is the ambition to develop a deeper understanding of our communities, and the challenges they face – but also recognise their strengths, assets and aspirations – and look to work with them to improve outcomes for children. 

With this in mind, you will be a future-focused individual with the ability to suggest and communicate effectively your ideas for new ways of working that will provide high-quality services, which offer good value for money and provide a long-lasting positive legacy. You will have the ability to work in partnership to commission evidence-based models of support and achieve our objectives. Part of our vision is to work in truly co-productive relationships with partners, providers, children and young people, to deliver large scale change through the use of available resources which are aligned to our needs and outcomes.

Alongside your detailed understanding and experience of commissioning including a proven working knowledge of the commissioning cycle, you will also need a strong knowledge of service design, procuring services and monitoring service/ market developments to name a few. You will also have a thorough working knowledge of your operating environment, which is both fast-paced and focused on continuous improvement, with a commitment to upholding best practice and standards. You will do this by providing effective leadership for the teams under your care that are supportive and innovative, developing their skills and abilities to be the best they can be.
