The policies of the Leisure, Libraries and Countryside (LLC) section support a broad range of Council objectives by delivering recreation and leisure facilities which help residents engage with their local community and live active, healthy lives.


The Policy Team supports the provision of sports, leisure and recreation open space facilities for CBC facilities and the wider community by creating adopted policies to secure new facilities and/or developer contributions in association with housing growth.


The Team manages the LLC Pipeline which coordinates capital expenditure on our leisure centres, libraries and countryside estate, secures S106 developer contributions; and links to the Council’s Infrastructure Delivery Plan which supports the emerging Local Plan.


This role delivers a key service to the Leisure, Libraries and Countryside section by ensuring our policy is delivered and maximises the facilities and funding which help us get the right facilities for a growing population.


The purpose of this role is to support the delivery of new/improved facilities and ensure housing growth makes appropriate contribution to the facilities that sustain active and healthy communities.


The role requires working with data, systems and evidence gathering which provide the robust basis for our service policies and enable us to maximise developer contributions from housing. Detailed analysis and recording of data is the central function of the role via maintenance of the LLC Pipeline.


The postholder will help deliver our policies by providing detailed policy responses to Development Management on new housing applications, including the requirements for on-site facilities and/or S106 contributions.


The postholder will be supporting consultations and data gathering to engage with our communities to understand their priority projects and secure developer contributions which will support their delivery. The postholder will support the procedure to release developer contributions and provide GIS mapping.


The postholder will have a minimum of HNC, level 4 NVQ or equivalent qualification, ideally in policy, local government or leisure related field.  Excellent understanding and experience in data gathering, interpretation and management is essential, with proven skill in using Excel and databases at a high level.  A good understanding of the Planning system is needed, including awareness and application of planning regulations, policy creation under the NPPF and the requirements of the Community Infrastructure Levy. A good level of numerical competence is essential.
