£69,855- £79,006 per annum for 36 hours per week currently based at County Hall, Kingston upon Thames, KT1 2DN.

About the role

Surrey is 'coming of age' as it transforms into a new style of council. We are undertaking significant, fast-paced improvement across the council to ensure a more cost-effective organisation that focuses on the best possible outcomes for the people of Surrey, by whoever and howsoever they are achieved, as outlined in our Community Vision for Surrey in 2030.

To support our programme of transformation across our Land and Property Service, we are looking for three Client Account Managers who will report in to our Assistant Director- Corporate Landlord, a role which we are also currently recruiting to.

The Roles:

Client Account Managers are newly created and exciting roles within Land and Property that present a real opportunity to transform the performance and reputation of our services. We are looking for Client Accountant Managers, who will lead in one of three defined areas - Schools, Adults Social Care Services, and External Liaison.


As the Client Account Manager for Schools, the real challenge and focus of work will be assisting in providing extra school places across a range of different needs, e.g. mainstream schools, Pupil Referral Units etc. Consequently, there is a large building programme that is funded by the Council and the DfE. In addition, there are also a number of schools that have reached the end of their useful life and need to be replaced. 

You will need to work closely with Education colleagues to ensure that their service needs are reflected in the capital programme and therefore, previous experience of working on the property needs of schools to hit the ground running in developing the programme, would be beneficial.

Adults Social Care:

The service is facing rising demands for its services at a time when the budget to meet assessed care needs is under considerable pressure. As the Client Account Manager for ASC, you will support the service and help them respond to the need for change by developing property solutions for the growing needs of the client group and, in particular, delivering extra care and independent living solutions. 

The service needs to make a step change in delivering a wider provision of options and this will be your main focus. Knowledge and experience of operating from a property perspective within the adult social care market would be beneficial.

External Liaison

As the External Liaison Client Account Manager, you will focus on helping us to respond to the strategic needs of our district and borough partners, the Surrey Fire and Rescue Service, the One Public Estate agenda and general community needs. 

You will need a wide understanding of the statutory role of local government and be keen to develop innovative ways of delivering excellent local services. One of the key aims of the role will be to help rationalise the Council's £1.5 billion asset base and deliver efficiencies for the future.

For all of these roles you will be the 'go–to' person for any property related queries, using your expert knowledge and insight to provide professional and responsive advice. You will naturally have a can-do attitude and be a future-focused individual with the ability to suggest and communicate effectively your ideas for new ways of working. The work you deliver will directly reflect our aims and ambitions as a service and organisation, as defined in the Asset and Place Strategy and our Community Vision 2030.

To be considered for this role you will have:

  • A proven track record of successfully building and maintaining client relationships in a property environment.
  • Experience of delivering transformative programmes of work within an operational estates context, including strong project/change management experience.
  • A detailed understanding and working knowledge of the function of the Corporate Landlord and regulatory compliance.
  • A flexible, creative and innovative approach to your work.
  • Relevant knowledge and understanding of property and estates legislation and governance.
