Talent & OD Officer

The post holder will work closely with HR colleagues and across the three directorates, delivering a variety of talent and OD strategies which support our people reach their potential and enable LCC become a high-performing, values-based organisation.

The Talent & Organisational Development (OD) Officer is a new post within the recently created HR Projects and OD team in the Corporate Services Directorate.

You will lead the design and delivery of specific talent programmes and work to embed them in our business. You will also introduce cultural change programmes and implement various performance tools that support and inspire our managers and staff.

Reporting to the HR Projects and OD Manager, the Talent & OD Officer will work collaboratively across the HR team and will forge strong links with the L&D and HRBP team to ensure seamless delivery of all talent and OD strategies. You should expect to lead on projects involving colleagues across the Directorate.

You will ensure the strategies, policies and projects you develop support wider LCC strategy and contribute to business outcomes. You will be responsible for providing advice and support to a range of internal stakeholders, including senior managers and will act as a role model by demonstrating the LCC Values.

What you will need

You will have experience in the following areas:

  • Designing and delivering talent and OD inventions and projects
  • Managing change projects
  • Staff engagement
  • Training, coaching or mentoring colleagues successfully
  • Collaborating with a wide range of stakeholders to understand business issues
  • Analysing information and using it to make recommendations which improve organisational performance
  • Writing reports, guidance and policies

You will also understand apprenticeships and/or other career development programmes such as leadership and cultural change programmes.

You will ideally have a level 5 CIPD qualification, however, this is not essential.

Earlier this year Lancaster City Council unanimously declared a climate emergency and will therefore work towards reducing carbon emissions to net-zero by 2030. As part of this role, you will be expected to participate and work towards reducing carbon emissions.

A full current UK driving licence is essential, as the post holder will be required to travel between sites as part of your normal work.

The hours of work for this position are 37 per week, working Monday to Friday. The Council currently operates a Flexible Working Hours Scheme which applies to this post. This post is based at Lancaster Town Hall.
