About the role
The SEND Quality Manager role is a relatively new development for Surrey County Council following a restructuring in early 2019. A vacancy has arisen for the Quality Manager supporting the North West SEN Team, alongside collaborative county-wide projects.
Key responsibilities include:
Assurance of Education, Health and Care (EHC) Plans; ensuring accuracy and consistent quality. Spot checking across the team, feedback and guidance to staff, highlighting specific areas for improvement, monitoring of revised templates. Input to EHCP Quality Working Group
Monitoring SEN decision-making in line with agreed processes and adherence to the law, guidance to SEN Caseworkers on submission requirements, training for caseworkers and other staff on recording and reporting of decisions.
Monitoring of team performance against key indicators, oversight of the quality of data in the EMS (ONE) Case Management System and responsibility for contributing toward completion of statutory returns.
Monitoring of complaints and lead on escalated complaints e.g. LGO inquiries, link with Legal Services for Judicial Reviews and preparation of response.
At present the Quality Managers do not have line management responsibilities nor budgetary responsibility. However, as part of the senior management of the team, he/she is expected to support and deputise for the area manager as required, which might involve input to decision-making.
The successful candidate is likely to have significant experience working in a statutory SEN team, or delivering a quality assurance function within a statutory framework.
