Senior Delivery Manager IT

Basingstoke and Deane Borough Council is looking for an experienced Senior Delivery Manager to join the IT Service. The Council is anticipating a period of significant transformation including an ambitious digital strategy.

This is a multi-skilled role requiring good team management, project management and technical skills. The IT Digital team and the IT Service at Basingstoke and Deane Borough Council are fundamental to the delivery of the Council’s Digital vision. The Digital programme aims to transform Council services including how we work with the local community. The Senior Delivery Manager will be instrumental to the success of the programme by ensuring that adequate resources are available for the programme, internal IT projects and the business as usual workloads.

The IT Digital team is comprised of IT Developers and Systems Administrators for key corporate applications. You will be responsible for the day-to-day management of the team and related IT Projects, utilising both internal and external resources. Good awareness of using Project/Programme Management ideally APM or Agile methodologies will be beneficial, as would experience of Microsoft technologies such as MS SharePoint, Teams, SQL Server, and .Net. You will be able to work across all levels of the organisation to communicate and translate business requirements into technical requirements and be able to explain technical details in a non-technical way.

Reporting to the IT Manager, you will work closely with the Programme Manager for Digital and Smarter Ways of Working to develop the IT work programme to support the delivery of the Digital Programme and Smarter Ways of Working. You will also manage a small portfolio of IT specific projects. This will include working with the IT Team, Transformation and Improvement team, and end users to produce required project documentation, and monitoring and reporting on project performance.
