Technology and Digital is at the heart of delivering new and innovative services to the Borough and achieving the Borough’s 2050 ambition. To support this, the ICT department is going through a transformation and modernisation journey. The new ICT organisation will offer improved quality of business and IT engagement, be agile in delivery and enable the delivery of citizen centric solutions.
The Council are looking to appoint a Head of Delivery who will have ownership of the business systems and applications used within the council.
Your new role
Southend Borough Council use a whole host of leading business applications and systems to ensure the services they are providing are efficient and effective in achieving the required outcome. It is imperative that these systems are upheld and maintained to the highest standard to allow a continued and well running service.
As Head of Delivery, you will be joining the senior leadership team and be tasked with ensuring these critical business applications are running at 100%, and that users are getting maximum benefits from them. You will also ensure all new initiatives and solutions are delivered to a high standard. You will not be doing this alone; you will be leading a team of high performing product teams who will support and maintain the applications. Under your guidance and leadership, this team will deliver and execute product enhancements and new solutions within the software development life cycle process that you have implemented and defined.
Your role will also allow you to take ownership of any new IT enabled business transformation projects. Where you see fit, you will enhance and evolve the current Product and Project Management capabilities always following one rule; Continuous Improvement. You will make sure any new business requirements are delivered effectively and enhance value across the application portfolio.
The council favour a collaborative approach and you will work closely with members of the Senior IT Leadership team to deliver an effective service across the council.
What you'll need to succeed
To be successful in this position, you need to have extensive experience in all aspects of IT Delivery and Development in a customer focused environment.
You will have had experience managing and delivering IT products, using a mixture of waterfall and agile methodologies. Experience implementing and upgrading major business applications will also see you really succeed in the great new IT job. You will need previous experience of budgetary and financial management. This position will see working with several external vendors to provide key services to the council, so your vendor management skills will be utilised as well as your experience negotiating and managing contracts.
You will be responsible for a large team and will need to lead and motivate these team members to perform to a high standard to meet the ambitious plans Southend Borough Council have for their IT estate.
