Bedfordshire Fire and Rescue Service provides emergency response, prevention and protection services across the county as well as across our borders in support of our neighbouring communities. To protect our communities and respond to emergency calls we have 14 strategically positioned Fire Stations, an Emergency Communication Centre and Headquarters.
The Head of Human Resources leads the HR functional area, providing strategic direction to the section heads who manage the day to day HR activities within each team. The HR function provides a service to approximately 600 operational and support staff.

About the role
Based at Service Headquarters and reporting directly to a Principal Officer, you will be a key member of the Corporate Management Team. This role is a strategic leadership role responsible for delivering crucial HR initiatives. You will be required to implement HR strategy within a demanding and challenging setting.
In this role you will continue to develop the HR function by influencing strategic decision making and leading by example. You will be responsible for leading and promoting Human Resource Management at a corporate level and as a key element in the delivery of effective performance. You will oversee and have overall management responsibility for all services provided within the HR function.
You’ll be responsible for a dynamic team of 25 highly competent specialists, including four direct line reports. Your responsibilities will cover a broad spectrum of HR with a focus on ensuring a framework which supports employee relations, HR policy development, HR operations, employee engagement, payroll, pensions, equality, recruitment, selection workforce planning, succession planning, occupational health and effective organisational performance.
Your ingenuity and critical thinking will allow you to deliver a comprehensive HR service that is efficient, customer-orientated and data-led. You must have a good understanding of HR systems as well as policy and process, you’ll be a strategic thinker with the ability to positively influence senior colleagues. You will also have personal gravitas and resilience enabling you to lead and inspire a culture of continuous improvement and excellent service delivery. You will continue to promote people at the heart of the Service, improving the health and wellbeing of employees and promoting an inclusive workplace.
You must have Chartered membership of the CIPD or demonstrable equivalent, together with significant HR experience in a unionised environment, with the capability to solve complex problems and influence at a strategic level.
