Housing Enabling and Development Officer

Uttlesford District is proud of the work it does to deliver affordable homes to those households that need them and this is why we are looking for a highly motivated, experienced Housing Enabling and Development Officer to support the delivery of affordable homes across our district.


The post holder will be required to seek and secure opportunities to increase the delivery of affordable housing through joint work within Council teams, Registered Providers, developers and Parish/Neighbourhood Councils.

The post holder will assist in the preparation of our Housing Strategy and policy documents, provide input into the emerging Local Plan and associated documents, as well as provide advice to communities preparing neighbourhood plans and looking to deliver Community Led Housing.

The post holder will provide the essential joint working between the housing and planning teams and will work with the Council’s Development Manager to assist in delivering the council’s own development programme.

To succeed you will have a track record of partnership working to achieve outcomes within the housing sector. A person with good relationship management, communication, problem solving and organisational skills who is keen to make a difference.

Candidates should have a relevant degree, preferably in Housing, a recognised professional qualification and a proven ability to carry out research and write reports and strategic documents. The role requires a good knowledge of current legislation, policies, best practice and initiatives which may affect the delivery of affordable homes. The post holder should also have development experience either within a Local Authority, Registered Provider or the private sector.
