Highways Development Management Officer

Wokingham Borough Council are seeking Highways Development Management Officers to join their Highways Development Management Team.

In this role, you’ll be providing technical advice on the transportation effects/ highway impacts of planning proposals. This is a great opportunity to join Wokingham Borough as we plan the delivery of over 13,000 homes and the necessary associated transport interventions, as well as major infrastructure projects up to 2026 and into the next Local Plan period.

We offer the assurance that interviews and onboarding can take place remotely, with interviews set to take place the week commencing 3rd August 2020.


Working with a committed team of highways professionals within the Delivery and Infrastructure service, you’ll apply your expertise in advising on new development proposals and negotiating transport improvements that support the Council’s agenda for driving delivery.

The role will require specialist input from pre-application enquiries through to planning appeals. You will work closely with colleagues overseeing delivery on the ground, something that happens quickly within Wokingham.

As a highway specialist, you’ll have extensive experience of the role of the Highways Authority with relation to new developments. You will be an experienced transportation professional, familiar with reviewing and commenting on transport assessments, car parking and highway layouts, access strategies and other highways-related planning submissions.

Using your excellent written, verbal and presentation skills, you’ll liaise and build relationships with a wide range of stakeholders including other highways and planning specialists, elected members, developers and transport consultants.

A good knowledge and understanding of the Highways Act and the planning process is essential, along with Manual for Streets and associated guidance documents. You’ll also be able to instruct and review S106 agreements.

You will be experienced at undertaking site visits to assess development proposals and will have access to your own transport.
