About the role
In this role you’ll be contributing to a multi-year programme of organisational modernisation and business change. As part of Orbis, a shared services partnership between Brighton and Hove City Council, East Sussex County Council, and Surrey County Council, you’ll have exposure and opportunities beyond the immediate Council, should you wish.
Orbis IT & Digital plays a key role in the modernisation of public services and supports the delivery of continuous improvements to quality and efficiency. We are ambitious and forward looking with skills in a range of enterprise technologies and digital delivery practices.
You will play a very significant part in the digital transformation of Brighton and Hove City Council leading IT Data & Digital teams in the delivery of products and services defined and developed by Service Managers and Product Managers. You will directly contribute to and support the delivery of organisation-wide digital and data-centric solutions designed to deliver efficiencies and a more joined-up experience for customers and internal teams alike.
Normally, you'd be based in our modern open plan offices in the city centre but currently the teams work remotely, so you'll need experience of working and managing systems and people in this way. Flexible working is supported. In due course, travel to other sites may be needed from time to time to develop and maintain excellent working relations across the Orbis partners.
About the role
The Digital Innovation Delivery Manager will provide highly effective direction, operational management, and support to teams engaged in the delivery of digital and data solutions at Brighton & Hove. You will have a strong technical background and significant experience of Agile development that allows you to robustly and effectively manage three teams responsible for development, data solutions and corporate platform support.
You will report into the Orbis Digital Innovation Manager but will have a strong dotted line to the Brighton & Hove City Council Digital Strategy Manager and will need to work in an effective and collaborative manner to deliver to the sovereign digital and corporate strategies.
The Council uses Gartner Magic Quadrant leading tools and platforms, including low-code development and integration platforms, to support its digital transformation ambitions, including Mendix, Dell Boomi, and an emerging use of the Microsoft Power Platform. You will be directly responsible for supporting the management, delivery and support of solutions built using these platforms.
We are looking to hire an experienced team manager with a development background. The successful candidate will have the following skills and attributes:
- Solid experience of managing Agile development
- Team management experience
- Resource planning and scheduling using industry standard tools
- Experience of leading development projects and directing technical staff
- Experience in the managing data services
- Experience of contract negotiation and effective supplier management
- Experience of assimilating new technologies and exploiting the opportunities these bring
- Exposure to DevOps and a keen interest to drive forward
- Continuous improvement mentality
- Customer focused
- Strong communication and stakeholder management skills
