Brighton and Hove City Council is seeking a Procurement Specialist to support the Health and Social Care Category of the Corporate Procurement Team. The position is an entry level role into a Career in Procurement. Whilst experience in Procurement and or Health & Social Care Purchasing would be advantageous, specific experience is not essential. Fundamentally, we are seeking a self-motivated, reliable and hardworking individual who is passionate about making a positive difference in the public service.

The successful candidate will be organised, have excellent communication and persuasion skills, be a good problem-solver and will focus on delivery. It is also expected that the successful applicant will have an understanding of financial information and budgeting.

In this role you will be primarily supporting the Social Care directorates at Brighton and Hove City Council, including; Adult Social Care, Public Health, Families, Children and Learning, and Communities. It is also an expectation of the role that you may be asked to support the other Council directorates depending on demand.

About the role

Orbis is a shared services partnership between East Sussex County Council, Surrey County Council and Brighton and Hove City Council. Overall, the councils spend around £1.5bn with external suppliers for everything from software to social care services and from cleaning products to sports equipment.

Procurement is the process of buying those goods and services that enable the organisations to operate. As a Specialist for Health and Social Care you will be doing exactly that. The job will involve:

  • Leading on procurement projects, for example; setting up systems for purchasing Care Home Beds for Older People, or Community Support for people with Learning Disabilities.
  • Running the end to end processes of a procurement project, including;
    • Preparation of tender documents,
    • Developing specifications with clients,
    • Use of electronic systems and databases,
    • Running market engagement days, and
    • Evaluating and moderating bids.
  • Supporting staff in the Health and Social Care directorates in developing their understanding of Procurement Rules and ways of engaging with the market.
  • Working and collaborating with Partner authorities, including the NHS Clinical Commissioning Groups, East Sussex County Council, Surrey County Council and West Sussex County Council.

You will be responsible for driving greater value for money from more effective and innovative procurement delivering a visible impact on the lives of the people of Brighton and Hove.

COVID-19 update: The role is traditionally based at Hove Town Hall or Bartholomew’s House in Brighton. Please note that Brighton and Hove Council is currently following the Government’s advice on enabling staff to work from home if it is safe and practical to do so. Therefore, this role will be delivered remotely to begin with, until the Council makes any changes to these working arrangements.

Your starting salary will be pro rata if the above position is part-time or term-time only.

Work Permits: we may be able to obtain a Work Permit for this post but this is subject to meeting the requirements of the UK Visas and Immigration (UKVI) Points-based Immigration System.
