The role 

This is an exciting time to join the Housing Service at Gravesham as it embarks on a programme of change, which includes the purchase and implementation of a new Asset Management System. This role, Housing Asset Manager will be an integral part of the change journey, and will help to ensure robust leadership is in place whilst delivering improvements across the service. 

Supporting the Assistant Director (Housing) you will be part of the strategic leadership team and through your work will ensure the continuous professional development of the council’s Asset Management Team which includes Major and Planned Works, along with Compliancy and Projects. 

You will lead and motivate all staff to deliver a quality housing service that achieves high customer satisfaction whilst also supporting staff in their personal development though the provision of training, coaching and mentoring opportunities. 

You will play a key role in ensuring that technology is used most effectively to deliver a consistent high quality, accessible service to our tenants whilst also developing an effective performance culture throughout the teams to ensure the delivery of consistent high quality, value for money services in meeting the council’s corporate performance management requirements. 

Main responsibilities 

To be responsible for the procurement, commissioning and delivery of all contracts within the Asset Management team, ensuring compliance with the Council’s constitution. 

To provide strategic vision within the department and the leadership to promote the ethos, ambition and enthusiasm to deliver high-quality services to residents as respected and valued customers of the Council’s Housing Service. 

To provide directly or through third parties all professional services required for the department to function efficiently, effectively and within statutory, regulatory and local policy requirements. 

To prepare detailed and justified budget bids and reinvestment projections for periods of up to 30 years. 

Provide comprehensively specified and estimated improvements programmes for tender or procurement by such other means as the Council instructs. 

To ensure all performance indicators set for the service area are met and continuously look for ways to improve. 

To manage overall the Asset Management team budgets, and regularly review and update to ensure sound financial awareness and stability. 

To ensure that all financial activity within the department conforms to the Council’s standing orders and that all business is conducted honestly and transparently. 

To personally scrutinise each formal complaint made by customers, evaluate its veracity and provide not only a remedy to the complaint when justified, but effect pertinent remedies to the service overall to prevent recurrences of service failure. 

To disseminate comprehensive financial and performance data to the Assistant Director (Housing), Director, Asset Management team managers and others as required or instructed. 

To be responsible for the collection and readily-accessible storage of all data required for the Asset Management team to meet all statutory & regulatory maintenance requirements. 

To be responsible for the collection, updating, re-appraisal and readily-accessible storage of all asset management data required to inform future maintenance programmes and reinvestment forecasts. 

To be responsible for the overall efficient and compliant business administration of the Council’s housing maintenance and improvement activities. 

Be the Responsible Officer in all Health & Safety matters pertinent to the Asset Management team activities. 

To provide directly or through third parties all training and work experience required to continuously improve the skill base of the Asset Management team, particularly to provide the team with transferable skills and staffing flexibility. 

To promote the most economically advantageous use of new developments in ICT, materials and methodologies. 

To be responsible for ensuring the services provided by the various managers within the department as described in their contracts of employment are delivered satisfactorily and are supported in doing so. 

To write and present when required to do so, reports to elected Members and Senior Officers of the Council.

To participate in Tenant Participation initiatives in those instances when housing maintenance and improvement is pertinent and to maintain a high profile with residents’ groups in a leadership role. 

To act as the Council’s representative in Asset Management team activities with partnering and peer organisations, agencies and government offices.

Essential qualifications/experience

Possession of a relevant professional qualification to a minimum of H.N.C level in Building Surveying, Construction or Housing Management. 

Professional membership of RICS, C.I.O.B. or CIH 

Minimum 10 years staff, project & budget management experience within a multi-disciplined technical workforce in the building maintenance, improvement or construction sector. 

Minimum 5 years’ experience of delivering a customer service to members of the public in a social housing setting. 

Successfully managing annual budgets of at least £10 m. Comprehensive knowledge of building maintenance and capital improvements to residential properties, and of the industry providing maintenance & improvement services to the public sector. 

A thorough understanding of forms of contract within the building sector, and how to make them work in the client’s interests. 

A thorough understanding of prescient investment forecasting for the built environment, and of the tools required to achieve this. 

A thorough understanding of Health & Safety regulations and the manifold issues pertinent to the safety of the public, trades and technical staff. 

Knowledge of how Information Technology may be used to improve business efficiency and service standards. 

Ability to manage & motivate staff in supervisory, technical and administrative positions. 

Ability to develop the supervisory, technical and administrative skills of staff to improve their performance, confidence and career potential. 

Commercial acumen and the ability to negotiate with business colleagues to Director level in the best interests of the client. 

Social, business and presentational ability to communicate lucidly with non-technical persons, singly or in groups. 

Ability to manage & motivate staff in supervisory, technical and administrative positions. 

Ability to develop the supervisory, technical and administrative skills of staff to improve their performance, confidence and career potential. 

Commercial acumen and the ability to negotiate with business colleagues to Director level in the best interests of the client. 

Social, business and presentational ability to communicate lucidly with non-technical persons, singly or in groups.
