THE OPPORTUNITY

An exciting job opportunity has been created within Gosport Borough Council’s Economic Development & Regeneration team, working in partnership with Hampshire Cultural Trust and funded by Historic England. 

The post will be part the Council’s Economic Development Team that is delivering a transformational programme of economic development and regeneration projects across the Borough. The post offers the chance to work in a dynamic, multidisciplinary team, make a clear impact and bring positive change to the Borough for the benefit of its present and future communities.

BACKGROUND

Gosport Borough Council working with its strategic partners has secured Historic England funding to create the Gosport High Streets Heritage Action Zone (GHSHAZ): a £3.2m project, funded by Historic England and Gosport Borough Council, plus strategic partners including Hampshire Cultural Trust.

GHSHAZ incorporates two conservation areas - the High Street and Stoke Road - and will deliver a programme of capital interventions, community engagement and cultural activity to stimulate social and economic regeneration. The aim of GHSHAZ is to promote and conserve the town centre’s built heritage by fostering a deeper understanding and appreciation of the historic environment through heritage-led regeneration.

PURPOSE OF THE JOB

The HAZ Project Officer will manage delivery of the GHSHAZ developing and managing the 4-year programme set out in the HSHAZ Delivery Plan, encouraging heritage-led regeneration and co-ordinating the successful delivery of a range of schemes, including shopfront and historic building improvements, conversion of vacant units to alternative uses, and public realm improvements.

The post holder will be responsible for budgets, managing risks and issues plus reporting progress to Historic England, the GHSHAZ Partnership Board and the GHSHAZ Programme Delivery Team.

Working with partners that are internal and external to the Council will be central to the delivery of the GHSHAZ. The post holder must be able to effectively network and build positive and productive working relationships with a wide range of stakeholders. The HSHAZ will also overlap and intersect with other current and planned regeneration projects in Gosport town centre, including the Borough-wide Gosport HAZ.

Project management and working with diverse partners are essential skills. An understanding of large heritage-led regeneration projects, historic buildings and their repair, public sector funding sources, experience of managing grant schemes is required along with experience of developing and delivering community engagement activities.

You must hold a degree or equivalent qualifications in programme or project management, or have demonstrable experience of programme management and project delivery.  You will need to have excellent written and verbal skills to be able to communicate effectively with a range of audiences and a clear interest in the historic environment.
