Team Manager – Housing Options (Homelessness)

Role Purpose

Tower Hamlets is a diverse borough and has significant demand for housing. Its Housing Option (Homeless) Service is looking to recruit a Team Manager to effectively deliver a front-line housing solutions service for homeless applicants and implement the Homelessness and Rough Sleeping Strategy adopted by the Borough.
As Team Manager, you will need to ensure service is compliant with statutory requirements and play a critical strategic role in shaping and delivering services for homeless applicants, introduce best practices, work in partnership to maximise homeless preventions and end relief duty. Playing an important role in reducing numbers in temporary accommodation.

You will be required to actively monitor performance and outcomes of the teams and develop appropriate improvement strategies and actions for year on year improvements.


Key Responsibilities

You will be required to work under pressure managing three teams responsible for offering essential and holistic front-line services by finding practical and long-term housing solutions for those homeless or at risk of homelessness.

Providing leadership and making sure proper systems in place to deliver service and ensure staff are trained and kept abreast of the changes in legislation and comply with statutory requirements.

You will need to closely monitor and control expenditure and make best use of the financial incentives to prevent homelessness; making best use of funding opportunities that may be available.

Driving change and ensuring continuous service improvement for residents and service users.

Requirements

To be considered for this role, you must have extensive understanding of housing and homelessness legislation, more recently the Homelessness Reduction Act 2017 to ensure service operates within the law. As well as experience of financial management, you will require excellent people management skills; managing diverse teams covering a broad range of duties to find housing solutions for homeless applicants or those at risk of homelessness. You will be required to work strategically with colleagues across the Council and with external partner agencies to ensure council's strategic housing and homelessness objectives are achieved.
