Development Operations Manager

Essex Housing is the county's in-house public sector developer, bringing forward surplus land to build private, affordable and specialist homes to help address housing need throughout the County.

As part of the functions continued growth, we are looking for a Development Operations Manager. The successful applicant need not have a background in residential development but will have a strong track record of project and programme management and delivery, have both strong political and financial acumen and an ability to develop compelling business cases from concept to approval.

The role will require professional collaboration with multiple stakeholders including our own development surveyors, a range of in-house support services (finance/procurement and Legal), our public sector partners (Officers and Politicians), building contractors and consultants from scheme conception through to completion.


Provide project/programme management across a portfolio of sites being developed by Essex Housing to ensure a consistently high-quality service is provided to ECC and partners. Work collaboratively with our surveyors who lead schemes delivery, officers across ECC and partner organisations as well as multiple contractors to support the smooth delivery of projects

Responsible for oversight of a portfolio of projects ensuring:

  • Delivery progress is monitored and managed against key milestones
  • Key risks and issues monitored and managed
  • Critical project information is managed, curated and updated
  • Resources, budgets and spend is managed, monitored and reported
  • Effective communication is undertaken with the full range of stakeholders

Lead the development of business cases by providing information and undertaking research, where necessary, ensuring all governance documentation and reporting is drafted to a consistently high standard for both ECC and partner organisations.

Ensure specific individual scheme and team targets and objectives are defined annually within the performance management framework and monitored and reported on as required.

Knowledge, Skills and Experience

Educated to degree level or equivalent by experience.

Evidence of continuing professional development and expert knowledge in a relevant professional area.

Experience of working with external partners in the public sector in a local government and political setting.

Experience of working on complex projects/programmes and familiarity with project/programme management methodologies.

Experience of project financial/budget management.

An understanding of risk management and commissioning frameworks.

Articulate and ability to communicate effectively and utilising such skills in developing a business case.

An ability to work independently and take decisions within a defined framework of delegations.
