About the role

Orbis is a shared services partnership between East Sussex County Council, Surrey County Council and Brighton and Hove City Council. Overall, the councils spend around £1.5bn with external suppliers for everything from software to social care services and from cleaning products to sports equipment, so we have a large Procurement Service which supports customers to deliver better value from our contracts and ensure we source our contracts in an open, fair and transparent way.

The role that we are recruiting to reports directly to the Director or Orbis Procurement.

To be accountable for how all Orbis authorities manage and develop their contracts/relationships, to drive best value for the 3 authorities and support their strategic objectives (with an annual supplier expenditure of £1.5bn and overall contracted expenditure of c.£5bn).

This will include overall accountability for the development and delivery of contract management, Social Value, Value for Money Assurance across all 3 authorities and ensuring their agreement with respective Chief executives, Exec Directors and Members. It will involve influencing and facilitating conversations at this level to agree priorities and opportunities for collaboration and savings across the organisations.

To be responsible for ensuring the quality of contract management across the three Orbis authorities is of a suitable standard and to agree any necessary training and improvement plans with Executive Directors to enable this.

To take overall responsibility for managing risk and developing innovation and social value across the councils’ supply base.

Your starting salary will be pro rata if the above position is part-time or term-time only.

Work Permits: we may be able to obtain a Work Permit for this post but this is subject to meeting the requirements of the UK Border Agency’s Points-based Immigration System.

Due to the restrictions we cannot guarantee that individuals that meet the requirements of the Points-based Immigration System will be issued with clearance to obtain work permits.
