The Task

We are offering an exciting secondment or fixed-term opportunity to innovative and talented candidate(s) to work with the Head of Service, Quality & Performance Manager and the management team in designing and delivering vital aspects of our community hubs programme as well as managing a framework for volunteer recruitment, coordination and retention as well as training for the Council.


As part of Enfield Council’s ambitions to deliver its ambitions for Early Help as expressed in its Council Plan 2020-2022, new fixed term position(s) of Community Hubs Implementation Leadhas been developed. This position(s) will primarily lead on the implementation of certain workstreams within the community hubs project (such as the setting up and operation of the Community Pantries at multiple locations) across the Council; and then focus on the development of additional volunteering capacity within local communities in Enfield that can connect local people in need to front line services and assist with supporting Covid-19 recovery in the borough. The postholder will work closely with our established boroughwide volunteering resource (Volunteer Centre Enfield) and wider voluntary sector and community partners to proactively engage with local communities to understand needs more accurately at a spatial level and assist with the recruitment of new volunteers to build further community capacity in those areas. The workplan associated with the post will focus on areas of agreed local priority as expressed in our Council Plan and evidenced though our recent Enfield Poverty and Inequality Commission (Jan 2020).

Your Role

To be successful in this role, you must have a functional understanding of challenges facing a diverse community such as Enfield as pertains to social mobility and socio-economic and cultural exclusion in the most impoverished communities and design a sustainable structure. You will need to demonstrate the following essential and desirable qualities.


  • Working with the voluntary sector
  • Advanced communication skills (written, oral and presentation)
  • Effective facilitation skills - the ability to facilitate in training sessions, as well as during discussion with managers
  • Interpersonal skills - the ability to interact with people at all levels within the authority
  • Excellent communication and negotiation skills
  • Strong interpersonal skills, to deal with a diverse range of people
  • Experience of managing or coordinating projects and volunteers (paid or unpaid)
  • Empathy with volunteers and an understanding of their needs
  • Ability to deal with information in a confidential manner and respond with sensitivity

Additionally, you must be a team player but must also able to work independently; as your work will be to support the head of service, operational managers and team leaders in daily strategic and operational matters. You must be a confident speaker with ability to represent the head of service at senior management forums from time to time.

Fixed Term post/Secondment Opportunity

An external candidate, including Enfield Council agency workers, would be appointed on a fixed term contract, whilst internal candidates who are Council employees, would normally be expected to take up the post on a secondment basis.

To be eligible to apply for a secondment, Enfield Council employees must have completed probation and must have discussed/agreed the proposed secondment with their line manager. Fixed term contracts may be considered where secondment is not possible.

Secondments are the temporary loan of an employee from one part of the organisation to another part of the organisation and rely on the secondee to return to their substantive position on completion of the secondment.
