Overview

Merseyside Violence Reduction Partnership brings together partners from across Merseyside with the shared aim of reducing serious violence, which impacts upon our communities.  The partnership is funded by the Home Office and uses a public health approach to tackling serious violence by identifying the root causes of violence and designing and implementing solutions to prevent people, and particularly young people, from having their lives impacted by violence – “we believe that all communities across Merseyside have the right to be free from violence in order to provide the best life chances for all”.

MVRP has staff from the Office of the Police & Crime Commissioner, Public Health, Merseyside Local Authorities, Community Safety Partnerships, Education, Probation, Youth Justice, Merseyside Fire & Rescue Service and Merseyside Police who work together towards the collective aims to reduce the effects of serious violence and improve life chances for all.

In recognition of the need to fully understand our serious violence problem on Merseyside we are investing in additional analytical resources to enable MVRP to continue to evolve and to effectively develop their public health approach to reducing serious violence.

Job Purpose

You will manage a new analytical team who will shape and direct the activities of MVRP.  They will work closely with key stakeholders and a broad range of partners to maximise the value of varied data sources and ensure that MVRP activity is evidence led.  Working with academic partners, Home Office colleagues and learning from good practice obtained from other national VRU’s, literature reviews and such like, you will be well placed to influence the future of Merseyside’s approach to providing a brighter and safer future for our young people.

Key Responsibilities

  • Oversee and guide MVRP’s analytical capability consisting of analysts, researchers and other associated staff.
  • Provide advice and guidance to staff within MVRP and the wider Merseyside partnership.
  • Provide a professional analytical overview for Merseyside partners, Home Office and other associated stakeholders.
  • Participate in development of MVRP plans and policies to focus resources, activities and partnerships to achieve sustainable reductions in serious violence.
  • Ensure MVRP leaders and partner agencies are briefed in relation to analytical products.
  • Manage consultation and benchmarking with other national Violence Reduction Units, partner agencies and organisations and ensure representation of MVRP at relevant working parties.
  • Identify, Implement and champion change to meet MVRP objectives, thinking beyond the constraints of current ways of working.
  • Undertake all responsibilities relating to information management
  • Work as part of the MVRP team, taking ownership for the provision and interpretation of data to support MVRP work streams.
  • Work to tight deadlines in line with project plans, ensuring returns are accurate and made on time.
  • Liaise with staff and senior managers over the sources of data to be accessed; ensuring rigorous checking procedures are in place.
  • Research, analyse and interpret complex data, relevant legislation, HM Government and Home Office reports, and other initiatives relating to MVRP core responsibilities.
  • Be the initial point of contact for MVRP performance data and support the design and delivery of ongoing development and innovation.
  • Determine the appropriate methods of dissemination of data, using appropriate media to present information in a format and standard that is suitable for publication – including tables, graphs, reports and visual displays.
  • Provide high levels of technical support in the use of Microsoft tools such as Excel, PowerPoint, Project, Visio etc. to project/implementation leads.
  • Actively participate in the training, coaching and mentoring of staff in relation to project methodologies and techniques at the inception of any review or project.
  • Contribute towards the construction and application of evaluation processes for all identified and implemented project solutions.
  • Attend a wide range of forums both internally and external

Knowledge & Experience

  • You will have extensive knowledge of research and analysis methodologies and problem solving with proven experience of working within the analytical field in order to ensure delivery of strategic and tactical analytical products.
  • Qualified to at least degree level and or relevant work experience which involves analysis at strategic level with a proven experience in an analytical environment at supervisory / management level.
  • Must be flexible to respond to changing demands using dynamic processes to adjust resources.
  • Confidence in decision-making and ability to negotiate at all levels.
  • Excellent leadership, communication and presentation skills, be able to inspire, motivate and maximise the potential of research and analysis staff across the MVRP team.
  • Constantly set and demonstrate clear and visible standards and, where appropriate, deal promptly with any poor standards and foster a sense of personal responsibility across the MVRP.
  • Have knowledge of procedures and legislation relevant to MVRP in order to brief senior officers and decision makers.
  • You should be innovative and be able to develop best practice in order to improve MVRP policy and procedures.
  • Strong analytical ability and understanding of relevant IT systems.
  • A flexible approach to both working hours and practices to meet operational demands.
  • A requirement to work in an office environment, co-located with MVRP partners and, at times, other locations where appropriate
  • Proven experience and understanding of analytical concepts, processes and techniques.
  • Ability to scrutinize, question and dissect large amounts of information.
  • Experience of query building, data analysis and working with excel using advanced formulas, pivot tables and charts with the ability to draw conclusions and make recommendations.
  • An understanding of a wide range of information systems to understand the process and data for analysis.
  • Proven ability to communicate with consumers and suppliers of information, ability to present complex analytical findings to a diverse range of audiences.
  • Good information handling skills, including statistical understanding will be required to evaluate information.
  • Must possess a high degree of flexibility, including the capacity to quickly adjust to sudden changes in work quantity and direction.
  • You must be self-motivated and able to use your own initiative.
