In Central Bedfordshire, excellent universal services are a key corporate objective and the focus on this will only increase as the area undergoes significant growth and development. We have plans for an additional 20,0000 homes and are investing heavily in major assets such as leisure centres, independent living schemes and health care hubs. These inevitably result in an increased demand on our road network, and we have an extensive maintenance programme alongside investing in major new road links to improve connectivity as well as high street regeneration to keep our market towns thriving and easy to access.
To support this ambition the Highways Team is looking for a talented Highways Asset Manager to target and plan our investments and maximise the life of our assets as our area continues to evolve. You will join the Highways Management Team reporting to the Head of Highways and will have a lead role in shaping our asset management plans to deliver our strategic objectives in line with our Asset Management Strategy, Policy and Plan.
In this key role, you will be managing the development and maintenance of the Annual and 5 year plans, including the co-ordination and development of asset inventory data for all assets, condition data, deterioration modelling, lifecycle plans, whole-life costs and service levels to meet national standards.
The role is pivotal in ensuring the long-term planning of the authority’s highways assets is in line with our refreshed Network Maintenance Management Strategy and Plan, supplemented by Acts of Parliament, Statutory Instruments, Regulations, codes of practice and standing orders. You will develop a rolling 5 year planned maintenance programme as part of our highway investment strategy and securing and managing budgets to deliver the programme.
Your team will be responsible for ensuring that Central Bedfordshire Councils highways assets are managed to deliver our strategic priorities and service needs effectively to our residents.
You will undertake the effective allocation, monitoring and reporting of budgets associated with the planned maintenance of highway assets to facilitate the efficient delivery of a complex multi-million pound maintenance programme. Working in partnership with our contractors, you will identify opportunities and plans that will be quality focused resulting in reduced costs and increased efficiencies.
As the successful candidate, you’ll have extensive experience within Highways and Transport sector, together with specialist knowledge of Asset Management software, codes of practice, processes and procedures. You’ll be a commercially driven leader who can deliver this service and fully integrate principles of whole life asset planning in line with the services Strategic Objectives.
As an excellent communicator (written and verbal), you’ll work collaboratively across departments, with members, contractors and other stakeholders to deliver positive outcomes. You’ll manage, coach and develop a team of technical staff, providing clear direction and support and to enable individuals to achieve their potential and deliver effective business results. You will have proven technical experience in a highway or civil engineering related field with evidence of continuous professional development and industry related knowledge in the highway environment.
