Area Housing Manager

The Role – Contract Manager

Manage multi-site operations on the Kirklees Housing PFI project to deliver the requirements of the Project Agreement as flowed down to Pinnacle under the Housing Management Agreement, and Responsive Repairs, Cyclical Maintenance and Renewal Contract (which include reactive maintenance, planned maintenance, variation and lifecycle services), Grounds Maintenance and Cleaning across the Kirklees Excellent Homes for Life PFI project in accordance with the requirements of the respective elements of the Repairs and Maintenance Agreement, Housing Management Agreement and Schedules.

Duties/Key Responsibilities

•Deliver excellence by meeting and exceeding contract KPI’s.

•Ensure ‘availability’ of all facilities in accordance with the Contract.

•Maximise profits whilst achieving the required quality standards with minimal deductions.

•Work in partnership with the Client (SPV and Authority) to maximise resident satisfaction, maintenance standards and contract potential.

•Implement a robust and auditable asset management system via an effective PPM and reactive maintenance regime fully incorporated into the CAFM system.

•Ensure Pinnacle’s delivery of FM services is delivered safely in accordance with Health and Safety best practice and compliant with all legislative requirements and relevant engineering standards.

•Minimise penalty deductions by delivering FM services in accordance with the contract, responding effectively to all issues in line with contract response and rectification times.

•Deliver a pro-active, cost-effective and timely subcontractor management strategy ensuring successful delivery of services.

•Control Hard FM, Lifecycle and Variation expenditure and income to meet agreed budgets and to maximise efficiencies whilst achieving the required quality standards reporting forecasted position and processing accruals monthly.

•Produce timely, accurate management reports, data and forecasts.

•Minimise anti-social behaviour.

•Ensure minimal rent arrears, always within contract maximum levels, whilst maximising bonuses.

•Deliver an excellent range of customer focused housing services offering quality and choice to the residents.

•Meet Pinnacle’s common objectives for managers with full contract responsibility.

Key Tasks:

·Manage and control the permit to work system.

·Ensure effective risk assessments and method statements are in place for all activities.

·Implement and ensure effective use of CAFM system for asset management and reactive repairs.

·Development and maintenance of contingency plans.

·Collaborate and co-operate with the Service Partners to deliver a customer focused, cost effective and efficient Maintenance Service and work closely with the Housing Manager to ensure minimal disruption to tenants and maximise resident satisfaction.

·Ensure compliance with corporate and site-specific health and safety plans with all identified issues to have a corrective action plan.

·Liaise and undertake duties at other Pinnacle projects as directed.

·Ensure effective working relationship with other service managers to ensure excellent customer service is provided to our client and customers.

·Attend any meetings as required.

·Form part of on-call rota with availability 24/7 to attend site as necessary.

Skills Required

·At least 5 years’ experience of FM operational Management.

·Experience of PFI Contracts.

·Experience of working in Social Housing

·Experience of effectively and accurately managing budgets more than £3m.

·Understanding of PFI contract drafting and mechanics.

·Knowledge of relevant legislation and industry guidelines.

·Good report writing skills

·Possess a firm understanding of Health & Safety

·Management of staff and application of HR policies and procedure

·HNC or equivalent experience

·Membership of professional institute
