Working within the Corporate Services Directorate, we are looking to appoint a Senior Corporate Policy Officer to lead and manage the Council’s corporate performance management procedure, process and data analysis.
The Council published an ambitious Corporate Strategy setting out the Council’s aspirations for the next four years; committing to significantly investing in housing services, environmental enforcement, improving customer services and delivering the homes, jobs and infrastructure the Borough of Melton requires. In this role you will be supporting the implementation of service improvement policies, programmes and projects which deliver on these aspirations.
You will be the lead officer for the councils performance and policy management frameworks. This will include leading on the development, maintenance and refinement of corporate strategies, policies and procedures for business improvement, project and programme governance and management and engagement.
As well and managing the team you will be providing sound advice and best practice to support services in the council on performance and project management and other service review programmes. This will include the supporting the Senior Leadership Team to develop, promote, monitor and report progress on the Corporate Strategy.
Driving best practise and excellence across the Council though good governance in project, consultation and performance management is going to be key and will rely on you building effective working relationships with officers and members as well as researching and disseminating learning from other organisations in order to improve and refine the Council’s approach.
You will be a champion for innovation and continuous improvement through scrutinising projects and programmes to ensure this acts as a key driver for change.
Your skills and experience will include:
Developed professional skills and expertise in project management, performance management and successfully implementing corporate plans and strategies
You will be an excellent communicator, capable of delivering complex, often politically sensitive information through written, digital and verbal methods to a variety of audiences.
You will be a motivated, self-starter with an analytical mind and outstanding organisational skills and your communication skills will allow you to establish professional credibility quickly in order to influence and engage effectively with a wide range of audiences and stakeholders.
You will be able to demonstrate experience of working effectively at pace, while resolving problems and thinking creatively to achieve results and have comprehensive experience of policy formation and development; effectively interpreting legislation and data into policies, strategies and outputs.
Previous experience of working in a politically sensitive environment or local government would be an advantage but not essential to the role.
You will be customer focussed and will understand the importance and value of customer care, customer engagement and customer inclusion.
You will have the skills required to lead, manage and develop your team
You will be educated to degree level or have the knowledge, experience and professional experience to gain such a qualification as well as expert professional knowledge of best practice and have evidence of ongoing continuing professional development.
PRINCE2 qualification or equivalent would be desirable but is not essential
You will have a high level of literacy and numeracy and be capable of using the full range of MS Office applications.
