We are looking to recruit an Electoral Services Manager to lead our well-regarded and dedicated Electoral Services team. The team delivers the statutory functions of the council’s Electoral Registration Officer and Returning Officer and is responsible for the management and delivery of elections and referendums, voter registration, and polling district, community governance and boundary reviews.
The successful candidate will hold the Association of Electoral Administrators (AEA) Certificate in Electoral Administration (and ideally also the Diploma) and be able to demonstrate a thorough knowledge and understanding of the principles of electoral registration legislation and electoral law, to ensure the service meets the performance standards set by the Electoral Commission. The postholder will not only manage the elections team but play a strategic role in planning and delivering election events, working closely with the Returning Officer. The successful candidate will act as a Deputy Returning Officer when required.
Key skills include confidence in autonomous decision-making; giving accurate and timely advice to senior officers, elected Members, candidates and the public; a high level of accuracy; and the ability to work under pressure to deal with competing priorities and meet statutory deadlines. The ability to exercise political impartiality is an indispensable requirement of this role.
This is a part time role with normal working hours of 22.5 per week. However, the ability to work flexibly is essential as during busy election periods there will be a need to work additional hours, including outside of normal office hours.
