The Council is part way through the delivery of a Heritage Action Zone (HAZ) scheme funded by Historic England (HE). Burnley Council is looking for an experienced person to continue to co-ordinate and manage delivery of all aspects of the Lower St. James Street HAZ Project, which includes building repair, re-use and adaptation, public realm improvements and community engagement. The High Street HAZ aims to promote key aspects of the Town Centre’s built heritage by fostering a deeper understanding and appreciation of the historic environment, encouraging sustainable, heritage-led regeneration and public realm improvement that responds to community needs and HE guidance.
It is essential you have experience of leading and developing grant funded town centre or heritage led regeneration projects. You must have excellent communication and negotiation skills and the ability to work with project partners, property owners and community groups, as part of a multi-disciplinary team including specialist consultants and contractors, to successfully promote and deliver the scheme to meet the objectives, timescales and conditions of HE, the Council and project partners. Applicants must have experience of project management including devising and managing work programmes and administering third party grant applications. The post holder will be responsible for managing budgets, managing risks and reporting progress to HE, the Council and boards / steering groups. An understanding of heritage and historic building conservation principles and practice is essential.
The Development Team has the wider role of identifying, planning and delivering key property and infrastructure projects. As part of this small team, you will need a flexible approach to undertaking this work in addition to the specific HAZ work.
