Procurement Manager

About the role 

This is an exciting opportunity for a CIPS qualified person to lead a procurement team which provides strategic and technical procurement advice and tender management services to Crawley Borough Council, Horsham District Council, Mid Sussex District Council and Mole Valley District Council. Our team has a track record of implementing successful contracts offering value for money outcomes and transforming the way services are delivered.

You will be responsible for ensuring that the councils' strategic approach to procurement is consistent with best practice procurement policy and complaint with the Public Contract Regulations. You will lead the development of best practice procurement policies and guidance, undertaking market and supplier analysis to inform procurement activity, it is essential therefore that you have extensive experience of public sector procurement.

You will be responsible for the management of the procurement team so you will need to be able to lead, inspire, motivate, and develop staff to achieve their full potential and ensuring successful delivery of the team’s work programme.

You will be working in a fast-paced environment ensuring the smooth delivery of multiple procurement projects at any given time. This is a hands-on role that requires a pro-active individual who is willing to share their experience and champion a best practice culture with stakeholders that ensures savings are made through innovative procurement and contract management.

As well as providing strategic direction and leading the team, you will need to successfully deliver a programme of procurements which will include large-scale complex contracts. Extensive knowledge of Public Contract Regulations 2015 is therefore essential for this post. You’ll need to demonstrate experience of running a procurement process from inception through to contract award and implementation. Previous experience of developing comprehensive fully compliant tender documentation and evaluation criteria is a necessity.

We are looking for an enthusiastic, flexible individual who thrives on challenge, has a strong desire to continually improve practice, and who can deliver an excellent customer focused service.

In order to be successful, you will need to be an innovative clear thinker, with strategic planning skills and the ability to devise solutions to complex situations in a positive and innovative manner. You’ll need excellent inter-personal, negotiation and influencing skills. It is vital that you are a team player and happy to support where necessary. This is a busy service with often changing priorities, so you will need to be well organised, resilient, and adaptable.

The head office location is at Crawley Borough Council; however, you will be situated between all the shared service locations (which also includes Horsham, Haywards Heath and Dorking) depending on the team needs. At the present time officers are working from home during the pandemic. Home working for a small proportion of the week is likely to remain an option in the future.

Additional information

A full clean UK driving licence is a requirement of the role as travel between sites will be required
