We are seeking an experienced leader who is passionate about identifying and delivering organisation-wide change, in collaboration with a range of internal and external stakeholders, to drive efficiencies and improve services for our residents and staff.
Lewes District and Eastbourne Borough Councils are two independent, neighbouring local authorities with a shared managed team and workforce that have been working collaboratively for a number of years.
Change activity is taken seriously at the councils and our experienced teams (including qualified Change Agents appointed from all levels of the organisations) operate in an agile and fast-moving environment, delivering high-quality and meaningful transformation to how our services are accessed, managed and delivered. With a digital by default approach to our work, we strive to improve the customer and user experience in the services we offer through the use of technology and improved ways of working. You will enjoy high levels of autonomy as well as the opportunity to expand your knowledge and experience of the councils’ services and approach to transformation activity.
Working in a highly supportive and collaborative hybrid working culture, you will focus on:
- Solution Sprints – design, implement and lead the councils’ approach to how we continuously learn and improve our services.
- Digital Transformation Programme management – working as part of a senior leadership team, manage this key change programme as part of the councils’ Recovery and Reset portfolio ensuring essential efficiencies and savings are delivered.
- Business Transformation Unit management – provide strategic leadership for the councils’ team responsible for designing, leading and implementing change. The Business Transformation Unit has two teams within it (each overseen by a team manager) – Service Design leads on implementing digital solutions for customers and staff, and the Projects Team oversees the implementation of new IT solutions/systems to meet the councils’ needs and ambitions.

The councils operate a hybrid working model, with home working being the default for the majority of employees. We currently have employees in Wales, Cornwall and Scotland, so distance is not an issue – we only require you to hold legal status to work in the UK. From time to time, there will be a need to come into the Lewes or Eastbourne office, but we only anticipate this being, beyond the initial induction period, approximately 3 times a year.
