More about the role:

The Capital Construction Service has been established to bring under one remit all of the Council’s major construction activities including residential, commercial, health and social care, leisure and educational buildings. Staff in the service work on an exceptional variety of construction projects within Central Bedfordshire. Projects can include extending or modifying existing properties as well as constructing new ones and will range in value up to £45M with no two jobs the same.

We have an exciting opportunity for a budding Quantity Surveyor through an apprenticeship in which you will undertake formal learning alongside on-the-job training and support to complete the Level 4 Construction Quantity Surveying Technician apprenticeship. Employed for the duration of the apprenticeship, which will take approximately 36 months to complete, you will be guided by the QS team and wider Capital Construction Service throughout your learning journey whilst you provide support for the delivery of a portfolio of high-profile capital projects.

Working within the QS team you will support the Senior Quantity Surveyors in providing contract and procurement strategy advice to ensure the most appropriate approach is used for each project, then be part of the procurement process by preparing or reviewing tender documentation, evaluating tender submissions and making recommendations for contract award. You will also provide support to prepare cost estimates, cost plans and cash flow profiles for projects, by working out quantities and costs of materials, time and labour using BCIS indices and pricing books. Through the apprenticeship you will develop and maintain a good standard of knowledge on construction methods and materials in order to propose cost effective solutions to clients, undertake value engineering exercises to reduce the cost of projects, and identify, analyse and develop responses to commercial risks. Working across a wide range of projects you will monitor project spend and measure and value contractor’s works on site to ensure correct payments are made, assess Consultants’ and other invoices on a regular basis, and update the costing system to ensure that prompt payments are made. You will also assist in evaluation Contractors' claims for variations, extensions of time and loss & expense in order to agree the Final Account for each project.
