External Funding Compliance Officer

About Us:

THE EXTRAORDINARY STORY OF SERENA’S VISION

Business & Enterprise in Westminster City Council is a world of extraordinary stories. Where innovative and open-minded people bring everything to the cause. Even expertise from surprising places.

Take Serena. She is an absolute force of nature at the heart of our Church Street regeneration. And she puts the residents first in everything. Serena’s vision is clear. Regeneration isn’t just about bricks and concrete. It’s about communities. It’s about the environment. It’s about the lives of people and how they feel about where they call home. Serena is their advocate, making sure residents’ voices aren’t just heard, but drive the changes we’re making. The future is safe in her hands.

The Role:

As an External Funding & Compliance Officer – Employment & Skills in our high achieving External Funding & Compliance team, you can make your own powerful contribution. Working within the Business & Enterprise Service – and in partnership with Central London Forward (CLF) who are leading on a cross borough European Social Fund (ESF) Connecting Communities Project – you will ultimately help local residents gain valuable skills that will enable them to secure and sustain employment.

Your role in this exciting project will be deeply interesting, as you will act as the bridge between us and CLF (who are taking on the role of ‘accountable body’), ensuring a smooth flow of information throughout. Compiling reports, claims and monitoring the sharing of information between the two organisations, you will ensure we are meeting all quality management and contractual requirements, and you will translate this knowledge for colleagues who might not understand the specifics of European Funded projects. As such you will take responsibility for implementing and managing the most robust monitoring, tracking, reporting and evaluation mechanisms, seeing to it that we are complying with ESF regulation and data protection principles. When the project is complete you will work with both the finance team and our funding bodies to oversee its effective closure and archive, as this will enable us to obtain future follow-on programmes.

With the full support of a friendly and multidisciplinary team, you will be a trusted partner to other employment and skills related services too (such as the Westminster Employment Service), providing them with guidance on funding opportunities and monitoring the progress of all bids. There is a great deal of scope to work creatively in this role, so you will be encouraged to create opportunities for income generation, including researching and advising on further sources of alternative funding, and you will and support with scoping and submission of funding applications.

Please refer to the Job Description for more information.

About You:

Join us and you will find there is immense scope to develop your skills and make a name for yourself in this exciting sector. To be equal to the challenge, you will therefore have a successful track record of bidding for and securing external and European funding for projects. As such we will expect you to fully understand the reporting requirements of ESF projects and you will have a good working knowledge of the agenda and policy areas surrounding economic development and regeneration issues. Well-versed in using both qualitative and quantitative data, you will have a background in developing processes, procedures and information systems, and your analytical skills will be exceptional. With great verbal and written communication skills you will enjoy building productive relationships with a wide variety of partners, and you will have the capacity to meet deadlines in a pressurised environment.
