Planning Policy for Place Lead - Strategic Planning and Design - PO7/8

A hugely exciting opportunity has arisen to take on a leadership role as one of two new Planning Policy for Place Leads in the Place and Design Team at Waltham Forest Council.

The Place and Design Team

 

Through a culture of “positive planning”, the Place and Design team works hard to deliver vibrant, green, safe and accessible places across our dynamic and diverse borough. We have ambitious delivery targets, including 27,000 new homes and 52,000 sqm of employment floor space to deliver over the next 15 years. Our job is not just to deliver these targets, but to ensure that development is of the highest quality, that it responds to the climate emergency and that it is supported by the right infrastructure and investment.  

We are immersed in place – so much so that we have introduced an innovative, new “Policy for Place” approach, which combines Planning Policy, Infrastructure Planning, and Design and Conservation to deliver high quality, delivery focussed planning.

We contribute to all phases of the development cycle, including the production, monitoring and review of planning policy, masterplanning, early engagement with land-owners and developers, pre application enquiries, assessment and determination of planning applications, determination of conditions, and quality review post completion.

 

The Role – Planning Policy for Place Lead (Strategic Planning and Design)

 

The Place and Design Team is organised into two broad areas of focus - Strategic Planning & Design and Strategic Planning & Infrastructure. Under the new Policy for Place approach, our planning policy function is embedded into these two areas of focus. In this role you will provide inspiring and visionary leadership for the planning policy function within the Strategic Planning & Design area of focus. Alongside the Planning Policy for Place Lead in Strategic Planning & Infrastructure, you will direct and steer our statutory planning policy function, including the review and preparation of our Local Plan, other statutory plans, and supplementary planning guidance. You will also lead on advising Development Management colleagues of the planning policy considerations on submitted planning applications. You will report to the Head of Strategic Planning and Design, and support them to lead a multi disciplinary team and ensure that the right resources are assigned to a range of projects, including thematic SPDs, masterplans, area frameworks and  planning briefs.

 

In this role, you will contribute positively to the delivery of the whole Policy for Place service, with particular responsibility for the following themes:

  • Design and the creation of high quality places;
  • Built heritage;
  • Natural assets/ green and blue infrastructure (including Epping Forest);
  • Town centres and high streets;
  • Culture & Creativity; and
  • Enhancing the environment.

 

You will support the Planning Policy for Place Lead in Strategic Planning and Infrastructure, whose specific areas of responsibility will include:

  • Housing and affordable housing;
  • Economic activity;
  • Social and community Infrastructure;
  • Sustainable Transport; and
  • Sustainable Waste Management

 

Together, you will co-lead on cross-cutting themes such as climate emergency/ climate change resilience, active travel, and health and well-being. 

 

You will ensure that the delivery of vibrant, successful places is at the heart of planning policy and provide specialist expertise and guidance to officers across council services, members, developers, the public and other stakeholders.

 

You will manage a small team of planning policy officers and a community engagement officer. You will adopt a flexible and pragmatic approach to the allocation of resources across the service to match demand, ensure the delivery of specific projects, and provide opportunities for team members’ career development and growth.
