Hours: 37 hours per week

Location: Working from home and any CBC offices, including Thorn Turn Depot, Houghton Regis. You will be expected to attend a CBC office location on a monthly basis, and as needed to carry out your role required by the service

A fantastic opportunity has arisen for an enthusiastic and ambitious individual to join a modern, innovative team with Central Bedfordshire Council. We are looking to strengthen our Highways Service through the appointment of a dedicated Principal Highways Officer- Programmes.

This is an exciting time to work in the council’s Highways Service, if you would like to help make central Bedfordshire a great place to live and work, we would like to hear from you. 

As our Principal Highways Officer – Programme, you will have a key role on the Programme Management Office (PMO) shaping and driving change. You will be responsible for administering the Council's Term Service Contract for Highway Services in relation to programming of works.  This will include all references to work on Plans and Programmes set out in the main highways contract and budgetary control using the highways ordering system.

You will line manage a Highways Officer and will work closely with the wider team, our partners and key stakeholders to develop and deliver the Annual Plan for the Highways Service and embed positive change.  

Your main areas of focus will be:

  • To collate and monitor an overall programme of highway design and construction activities including the budget levels and liaise with CBC Officers on a day to day basis to manage changes that impact on programme and cost.
     
  • To set up cost codes for expenditure against the programmed schemes in Symology, a bespoke works management system and raise early warnings where the expenditure is likely to surpass the cost code budget

You will have experience working in a programme management environment and ideally experience of interpreting detailed programmes involving NEC (New Engineering Contract) programming. You should possess a good knowledge of project management principles, demonstrate critical thinking and strong analytical skills while being focused on delivery, have strong conflict resolution skills, demonstrate the ability to identify clear goals and track progress against them.
